The 15th session of the Fifth National People's Congress Standing Committee decided to approve the Regulations of the Special Economic Zone of Guangdong Province proposed by the State Council. This stipulated that special economic zones were to be set up in Shenzhen, Zhuhai and Shantou. Therefore, the Shenzhen Special Economic Zone was founded with Luohu as one of its administrative districts.
