The first session of the Ninth Luohu People’s Congress concluded successfully on the afternoon of August 29 after completing all scheduled agenda items.

Zuo Jinping, secretary of the Luohu Committee of the Communist Party of China (CPC), attended the closing session and delivered a speech.

During the session, deputies elected the new leadership of the Standing Committee of the Luohu People’s Congress and the Luohu People’s Government. They also elected the director of the Luohu Supervisory Commission, the president of the Luohu People’s Court, and the chief procurator of the Luohu People’s Procuratorate. After receiving their election certificates, the newly elected officials took a constitutional oath of office.

In his address, Zuo said the 15th Five-Year Plan period would be a strategically decisive stage for Luohu’s high-quality development. He called for vigorous efforts to overcome bottlenecks, reshape the district’s advantages, and achieve new and outstanding results, thereby opening a new chapter of “accumulating strength and building comprehensive momentum.”

Zuo stressed the need to uphold “three determinations”: strengthening industries to make the district more dynamic, boosting vitality to make it more vibrant, and improving quality to make it more attractive.

He urged all deputies to exercise effective oversight, offer well-targeted suggestions, maintain close ties with the people, and strengthen their own capacity. The Luohu Committee of the CPC, he said, would continue to support the Luohu People’s Congress and its standing committee in performing their duties in accordance with the law. It would also work to build platforms, create favorable conditions, and provide necessary guarantees so deputies could perform their duties with confidence, competence, and effective channels.

Deputies were urged to fulfill their responsibilities through concrete action and promote high-quality development with greater determination.

They were also asked to align their thoughts and actions with the arrangements and requirements of the Luohu Committee of the CPC and focus their wisdom and efforts on the goals and tasks established by the Luohu People’s Congress. With a strong sense of urgency and responsibility, deputies should accelerate their work, deliver concrete results, and create a new atmosphere through action.

The Luohu People’s Congress emphasized the importance of strengthening political loyalty and firmly upholding the correct political direction from a broader perspective. Deputies were encouraged to exercise oversight boldly, pursue tangible results, conduct research diligently, seek advice widely, and coordinate resources effectively.
