The second plenary meeting of the first session of the Ninth Luohu People’s Congress was held on the morning of August 28.
Chen Jinhai, director of the Standing Committee of the Luohu People’s Congress, delivered a work report on behalf of the committee. The meeting was presided over by Guo Guilin, executive chairman of the congress presidium.
According to the report, over the past five years, the Standing Committee of the Luohu People’s Congress held 50 meetings, heard and deliberated 128 special work reports from the district government, supervisory commission, courts and procuratorate. It also conducted 12 law-enforcement inspections and 86 inspection and research activities, adopted 85 resolutions and decisions and handled 1,088 appointments and removals of state officials in accordance with the law. District people’s deputies submitted 776 motions and suggestions.
Reviewing five years of work
Over the past five years, the standing committee has strengthened supervision over the implementation of the district’s five-year plan. It conducted a mid-term assessment of the 14th Five-Year Plan and reviewed implementation reports from 17 departments.
In preparation for the 15th Five-Year Plan, the committee established 14 working groups, conducted 31 research activities and prepared six special reports covering six key areas, including the financial sector, strategic emerging and future industries, and commerce and trade.
Strengthening law-based supervision and urban governance
The standing committee heard reports on the development of a law-based government, legal services for firms, judicial protection of intellectual property rights, the fight against telecommunications and online fraud, and enterprise compliance reform. These efforts were aimed at improving the district’s law-based business environment.
It also reviewed reports on the public health system, group-based school management, the development of a science, technology, humanities and education system, and natural disaster prevention and control. The work contributed to stronger basic public services and social safety-net guarantees.
Focusing on people’s livelihoods
The standing committee strengthened supervision of practical livelihood projects. These included slope hazard management, improved connections between rail transit lines, low-altitude fire-rescue support, and school expansion and renovation projects.
It carried out regular supervision of issues affecting children and older people, including childcare, education, employment and elderly care. The committee also promoted a series of public-benefit projects, including midday reclining-rest services at 55 schools.
The protection of minors was advanced to achieve full coverage across all 10 subdistricts.
Improving deputies’ motions and suggestions
The standing committee provided key support for suggestions submitted by municipal deputies. As a result, the patent review period in the jewelry-processing sector was reduced by 50 percent.
Deputies’ suggestions also helped advance major projects, including the construction of the Sungang Passenger Transport Comprehensive Service Center and the renovation of Luohu Port. These projects were promoted as key items through suggestions submitted to the National People’s Congress, the Guangdong Provincial People’s Congress and the Shenzhen Municipal People’s Congress.
Work priorities for next five years
The new standing committee of the Luohu People’s Congress will focus on enhancing Luohu’s development capacity and promoting the establishment of a modern industrial system. Centering on the district’s “3+3+4” key industrial development directions, it will make full use of the role of deputies and industrial liaison points to promote high-quality industrial development.
It will deepen whole-cycle supervision of major government investment projects and support the development and construction of the district’s three major key areas. It will also actively seek higher-level support for Luohu’s major projects and important plans.
Deputies will be encouraged to participate more deeply in urban marketing, advance the “Hundreds and Thousands Project,” and continue efforts to attract investment.
