The first session of the Ninth Luohu People’s Congress opened on the morning of Aug. 27, with 270 newly elected deputies attending the meeting.
The deputies, entrusted with the expectations of the district’s residents, pledged to conscientiously fulfill the constitutional and legal duties.
The opening session was presided over by Song Weiyi, secretary of the Party leadership group of the Standing Committee of the Luohu People’s Congress.
Zuo Jinping, secretary of the Luohu District Committee of the Communist Party of China (CPC), Chen Jinhai, director of the Standing Committee of the Luohu People’s Congress, and other leading officials from the district’s Party committee, the Standing Committee of the Luohu People’s Congress, the district government and the district committee of the Chinese People’s Political Consultative Conference attended the session.
According to the agenda, Han Liqing, secretary of the Party leadership group of the district government, deputy district mayor and acting district mayor, delivered a government work report on behalf of the Luohu District People’s Government.
The report reviewed the district’s economic and social development over the past five years and outlined its objectives and key tasks for the next five years.
Over the past five years, Luohu achieved a higher level of economic strength through industrial upgrading, made new breakthroughs in reform and opening up by deepening Shenzhen–Hong Kong integration, injected fresh vitality into consumption and investment by expanding domestic demand, improved the quality and functionality of the urban area through intensive and high-quality development, delivered further progress in social programs by prioritizing the people’s needs and significantly enhanced the effectiveness of government governance by strengthening institutional development.
The report described the next five years as a critical strategic period for Luohu to build momentum, accelerate development and achieve transformative revitalization.
It said the district would be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and fully implement the guiding principles of the 20th National Congress of the CPC and the plenary sessions of the 20th CPC Central Committee. Luohu would also study and implement General Secretary Xi Jinping’s important speeches and instructions concerning Guangdong and Shenzhen, fully, accurately and comprehensively apply the new development philosophy, and firmly regard high-quality development as its primary task.
The district would implement the decisions and arrangements of the Guangdong provincial Party committee and provincial government and the Shenzhen municipal Party committee and municipal government, while following the development blueprint set out at the Ninth Luohu Party Congress.
Through efforts to create new advantages and achieve concrete results, Luohu aims to write a new chapter in the development of a pioneering urban district for sustainable development and socialist modernization, the report said.
Over the next five years, the district will focus on nine key areas:
● Upgrading the industrial structure: Build a modern industrial system with distinctive Luohu characteristics in line with local conditions.
● Cultivating an innovation ecosystem: Create an ecosystem that integrates technological innovation with industrial innovation and offers comparative advantages.
● Deepening Shenzhen–Hong Kong integration: Seize new opportunities and develop new advantages through comprehensive reform and opening up.
● Building a consumer center: Develop Luohu into a consumer destination, a trend-setting hub and a gathering place for brands.
● Expanding effective investment: Give full play to investment’s role in addressing shortcomings, generating momentum and delivering long-term benefits.
● Promoting organic urban renewal: Systematically advance the development of quality housing, residential communities, neighborhoods and urban areas.
● Pursuing intensive and high-quality development: Maintain strong momentum in building a pioneering urban district for sustainable development.
● Improving people’s well-being: Make public services more high-quality, balanced, inclusive and accessible.
● Strengthening government development: Build a law-based, innovative, clean and service-oriented government that satisfies the people.
