The Ninth Congress of the Communist Party of China (CPC) Luohu District Committee of Shenzhen successfully concluded Aug. 22 after completing all scheduled agenda items.

The congress elected the Ninth Luohu District Committee of the Communist Party of China and the district’s Ninth Commission for Discipline Inspection. It also adopted resolutions on the report of the Eighth Luohu District Committee and the work report of the Eighth Luohu District Commission for Discipline Inspection.

Delegates spoke highly of the report delivered by Zuo Jinping on behalf of the Eighth Luohu District Committee.

The congress said the report, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, provided an objective summary of the work since the Eighth Party Congress. It also made systematic arrangements for Luohu’s overall development requirements, goals and key tasks for the next five years.

The report upholds the district’s development positioning of “three strengths and three zones,” outlines the vision of the “Seven Luohu” initiative and sets out 10 areas of work aimed at creating new advantages and achieving new breakthroughs over the next five years. The congress described it as an action program guiding Luohu’s development for the coming period.

Strategic period for high-quality development

The congress said the 15th Five-Year Plan period would be a decisive strategic period for Luohu’s high-quality development.

It called on the district to create new advantages through hard work and build a new Luohu through concrete action. Luohu must remain determined to seize the momentum, break through bottlenecks, pursue excellence and clearly understand its current stage of development and historical position.

The congress also urged the district to remain confident about the future, make full use of its foundational advantages and distinctive strengths, overcome constraints, reshape its advantages and achieve new progress and distinction. It called for the development of new growth drivers and for Luohu to find its own path forward.

Five priorities for implementation

The congress stressed the need to uphold “Luohu responsibility” and ensure that decisions are implemented fully and without deviation. It called on the district to shoulder the mission of being the “eldest son of the Shenzhen Special Economic Zone,” act according to local conditions, lead by example and take the initiative, demonstrating political loyalty through tangible development results.

It called for the promotion of a “pioneer spirit and culture of hard work,” with effective implementation through courage and capability. The district should embrace change, pursue innovation and tackle difficult challenges, creating new opportunities and opening up new prospects amid complex changes.

The congress also called for “Luohu speed,” urging swift implementation. The spirit of the congress should be communicated at the earliest opportunity, all tasks should be carried out promptly and results should be delivered as soon as possible. In this way, the district will align its thinking and actions with the requirements of the Luohu District Committee of the Communist Party of China and consolidate its wisdom and strength around the goals of the “Seven Luohu” initiative.

It further called for building “Luohu quality” through a pragmatic approach to implementation. Luohu should pursue high standards, produce high-quality outcomes, strive for excellence and set benchmarks. 

The district should improve quality and efficiency, strengthen its capacity, competitiveness and sustainable development capabilities, establish and follow a correct approach to evaluating achievements, and pursue high-quality development that is intensive, sustainable and driven by substance.

Finally, the congress called for the consolidation of “Luohu strength” through unity and concerted efforts. This includes strengthening the combined force of Party leadership, social co-governance and internal and external integration, fully mobilizing the initiative of the cadre workforce, stimulating the internal drive of all sectors to take action and pursue development, and building a capable cadre team that dares to act and delivers results.

Call for continued efforts

The congress called on Party organizations at all levels across the district, all Party members and the people of Luohu to unite more closely around the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core.

It urged them to shoulder, with the consciousness of pioneers, the responsibility of being the “eldest son of the Shenzhen Special Economic Zone,” and to preserve the spirit of daring to break new ground, the drive to innovate and the working style of taking action.

The congress called for firm confidence and continued efforts to create new achievements worthy of the times, write a new chapter in building a pioneering urban area for sustainable socialist modernization, take the lead in advancing Chinese modernization in Shenzhen, and contribute Luohu’s strength to building a strong country and realizing national rejuvenation.
