The Ninth Congress of the Communist Party of China (CPC) Luohu District Committee of Shenzhen opened on the morning of August 20. 

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the congress thoroughly studied and implemented the guiding principles of the 20th CPC National Congress and all plenary sessions of the 20th CPC Central Committee. 

It also fully implemented General Secretary of the Communist Party of China Central Committee Xi Jinping’s important speeches and important instructions concerning Guangdong and Shenzhen, carried out the province’s specific “1310” deployment and the municipal Party committee’s work arrangements, comprehensively reviewed the work accomplished since the Eighth CPC Luohu District Congress, and scientifically set the goals and key tasks for the next five years. 

Zuo Jinping, secretary of the CPC Luohu District Committee, delivered a report on behalf of the Eighth CPC Luohu District Committee.

The congress noted that the past five years had been an extraordinary and highly challenging period of endeavor for Luohu. In the face of a complex and volatile external environment, intertwined risks and challenges, and mounting pressures arising from economic transformation and development, Luohu confronted difficulties head-on and rose to challenges. 

Generation after generation worked steadily and baton after baton was passed forward. The economic foundation became increasingly solid amid transformation and upgrading, the industrial base grew stronger through the pursuit of innovation and excellence, the urban landscape became more attractive through meticulous development and management; and people’s lives continued to improve in tangible ways. 

Every undertaking made continuous breakthroughs amid arduous efforts and advanced steadily through hard work, enabling the district to demonstrate renewed vitality and radiate fresh brilliance.

The congress noted that the 15th Five-Year Plan period will be a strategically decisive period for Luohu to build momentum, achieve a major rise, and undergo transformative revitalization. 

Luohu must remain confident and continue its efforts, focus on the overall goal of building a pioneer urban district for sustainable socialist modernization, and uphold the principles of Party leadership in all respects, developing the district through industry, reform and innovation, intensive and high-quality development, putting people’s wellbeing first, and striving for practical results and excellence.

Luohu will advance in greater depth the development of a “three-strength, three-zone” framework, with the “Hundreds, Thousands and Tens of Thousands of Projects” as the overarching driver. It will focus on comprehensively strengthening the supporting capacity for high-quality development, the leading role of scientific and technological innovation, the driving force of reform and opening up, the capacity of urban functions and quality, the appeal of civilization and culture, the guarantee of people’s wellbeing and happiness, and the coordination of safe and effective governance. 

By striving to create new advantages and pursuing concrete results, Luohu will build a new Luohu through hard work and take the lead on the new journey of advancing Chinese modernization. It will contribute greater strength to Shenzhen’s accelerated development into a pilot demonstration zone for socialism with Chinese characteristics and its efforts to create a model city for a modern socialist country.

The congress emphasized that, to open up new prospects for building a pioneer urban district for sustainable socialist modernization, Luohu must focus on key areas and strive to make breakthroughs, comprehensively developing the “Seven Luohus:” new Luohu, innovation-driven Luohu, pioneering Luohu, leisure and livable Luohu, gateway Luohu, vibrant Luohu, and happy Luohu.

Luohu will pursue strength through the “new” to enhance its core industrial competitiveness and build a modern industrial system.

It will ride the wave of “intelligence” to strengthen its advantages in scientific and technological innovation and promote the deep integration of technological innovation and industrial innovation.

It will tap “potential” to enhance its strengths in domestic demand as a driving force and serve the creation of a new development paradigm.

It will blaze a path through “daring” to invigorate institutions and mechanisms and further deepen reform across the board.

It will build strength through “integration” to enhance its advantages in coordinated development between Shenzhen and Hong Kong and create a hub for two-way opening up.

It will govern the district with “precision” to strengthen its advantages in intensive, high-quality development and improve urban functions and quality.

It will nourish the city through “culture” to enhance its humanistic heritage and set an example of urban civilization.

It will deliver benefits to the people with “heart” to strengthen the guarantee of people’s wellbeing and happiness and improve the public service system.

It will consolidate the “foundation” for good governance to enhance the effectiveness of urban governance and explore approaches to governing high-density urban areas.

It will build “resilience” as a bottom line to strengthen the underlying foundation of urban security and reinforce the safeguards for peace and stability.
