Luohu showcases public service reform through new series

Luohu district has launched its new "Luohu Happiness Life Circle" series, highlighting the district's public service reform efforts and sharing stories of how improved government services are enhancing the lives of residents and businesses.
The series aims to showcase Luohu's efforts to build a more livable, business-friendly and people-centered urban environment by bringing public services closer to communities.
In October 2025, Luohu launched a comprehensive reform of its public service system, seeking to better align government functions with public needs, direct resources toward people's well-being, deliver services closer to residents and improve administrative efficiency through reform.
A key example is the Guiyuan Subdistrict Government Service Center, located in one of Luohu's most densely populated and economically vibrant areas. Covering just 2.3 square kilometers, Guiyuan subdistrict is home to more than 100,000 residents, over 10,000 registered enterprises and more than 80,000 employees, generating annual business revenue exceeding 180 billion yuan.
Serving as a vital link between government agencies, residents and businesses, the center functions as a one-stop public service hub at the community level.
"Previously, I had to visit several offices to complete different procedures. Now everything can be handled at a single service window," said Zhang, a resident of Guiyuan's Laowei community. "The staff are very attentive and always try to make sure I don't have to make an extra trip."
Despite its relatively compact size, the center provides a broad range of services. It can process 457 citywide government service items, 112 subdistrict-level public service matters involving multiple district departments, and 14 categories of household registration services, covering most administrative needs throughout a resident's life cycle, from birth registration to elderly care-related services.
In 2025, the center handled more than 100,000 service requests, with both its on-time completion rate and public satisfaction rate approaching 100%.
The center has also received widespread recognition for its service quality. In recent years, it has received more than 300 letters of appreciation and over 10 honorary banners from residents, while earning more than 20 awards and honors at the provincial, municipal and district levels.
