Luohu unveils financial support measures for commercial aerospace industry

Shenzhen's Luohu district established the country's first commercial aerospace industry chain co-insurance consortium at the 20th Shenzhen International Financial Expo, which opened on May 27.
At the event, authorities also released the Luohu District Financial Services Plan for the Aerospace Industry, underscoring the district's ambition to become a key hub for commercial aerospace development.
In line with Shenzhen's "20+8" industrial cluster strategy, Luohu has identified aerospace as one of its four major emerging industries. Centered on specialized industry buildings such as the Runhong Aerospace Technology Building, the district has attracted more than 60 aerospace-related enterprises through targeted policies and dedicated industry funds.
The district has fostered a collaborative ecosystem in which companies across the industrial and supply chains operate in close proximity, creating what local officials describe as an environment where "upstairs and downstairs are upstream and downstream."
Luohu has also developed a distinctive industrial framework known as "two rockets, four satellites and one network."
The "two rockets" refer to two leading reusable heavy-lift rocket enterprises that have established operations in the district. The "four satellites" represent four companies engaged in satellite launches and satellite network operations. The "one network" centers on the introduction of the Greater Bay Area headquarters of Geovis Technology, which is helping build an integrated space-ground information network and aerospace information services ecosystem.
Despite the high investment requirements and long development cycles associated with the aerospace industry, Luohu has rapidly expanded the sector over the past two years.
One key attraction is the district's abundance of real-world application scenarios. As Shenzhen's earliest developed urban area, Luohu offers extensive use cases in urban governance, commercial services and cross-border logistics. In 2026, the district plans to release more than 100 large-scale application scenarios and host over 10 supply-demand matchmaking events.
In April, Luohu hosted an industry matchmaking event focused on satellite Internet of Things technologies, providing companies with opportunities to test and deploy new products in real-world settings.
The district has also strengthened financial support through the launch of a 10-billion-yuan Shenzhen aerospace industry fund, offering long-term capital for technology-intensive projects.
Meanwhile, specialized facilities such as the Runhong Aerospace Technology Building enable rocket developers, satellite manufacturers and application service providers to work side by side, reducing communication and transaction costs while fostering collaboration.
In addition to industrial clustering, Luohu provides comprehensive government services covering business registration, talent recruitment and listing support, helping create a favorable environment for aerospace enterprises.
