Jinling community upgrades public services in Luohu

Jinling Community in Donghu Subdistrict is exploring new ways to deliver better public services in Luohu, one of Shenzhen's earliest built-up urban areas and a district that accommodates more than 1 million people within less than 35 square kilometers.
The community has transformed a traditional service hall into a 9,600-square-meter comprehensive service center, bringing together a community health center, elderly care station, cultural facilities and other functions. It has also put underused spaces to better use, activating 2,400 square meters for resident-led services such as haircutting and tailoring.
With government support and the participation of nonprofit and market entities, the center has launched 24 service programs. It offers both public-interest and affordable services, with prices more than 50% lower than comparable market rates. The programs have recorded nearly 30,000 resident visits.
The community has also expanded services for seniors, children and young people. It has introduced AI-powered elderly care services, built a digital canteen and a childcare center, and launched night classes, skills training and entrepreneurship spaces to support employment and youth startups.
Digital tools are making services more efficient. Five government service counters have been integrated into one comprehensive service window, supported by self-service terminals and smart community platforms. The community is also exploring low-altitude logistics and drone service nodes.
By improving shared spaces, expanding public services and advancing smart governance, Jinling Community offers a practical example of how high-density urban neighborhoods can become more inclusive, efficient and livable. In 2025, it was selected as a provincial-level future community pilot.
