The 2025 China Government Transparency Index Report was released in Beijing on April 28, ranking Luohu district sixth among county-level governments nationwide. Luohu has ranked among the top ten for seven consecutive years.

Released by the Center for National Index of Rule of Law under the Chinese Academy of Social Sciences, the report evaluated government transparency across areas such as democratic decision-making, business environment optimization, standardized government management, public welfare enhancement, and public platform and mechanisms construction. It assessed 53 State Council departments, 31 provincial governments, 293 municipal governments, and 120 county-level governments.

Luohu district has enhanced coordination, enriched content, improved platforms, and strengthened service efficiency interaction to achieve high-quality government transparency. In 2025, the district shared 21,485 pieces of information through its government website and over 3,256 posts through new media platforms, reaching over 13 million people in total.

To expand international communication, Luohu upgraded the English version of its government portal and launched thematic features such as "Chill in Luohu" and "AI Luohu: Meeting the Future." Through cooperation with central media outlets, the district published 288 promotional articles, generating 13.21 million views and significantly enhancing Luohu’s global visibility and attractiveness to talent and investment.

Luohu has also upgraded its AI‑driven public services. The district introduced an innovative "AI Guide" assistant to help residents quickly understand policies and improve the usability and accessibility of government information.

In 2025, Luohu organized 71 public‑opinion consultation activities, released 12 major policy‑interpretation features and published six online interviews to ensure that policies are widely understood and effectively implemented. The district also expanded channels for government‑business‑public interaction, hosting 45 government open‑day events and 17 "Luohu Release" press conferences to provide timely updates on key initiatives, policy progress and livelihood‑related information.

Looking ahead, Luohu will continue improving the quality and effectiveness of its transparency services, further expand information disclosure and enhance digital governance tools to support high‑quality development across the district.
