Luohu district, University of Emergency Management sign strategic cooperation pact

On March 31, the Luohu District People's Government of Shenzhen signed a strategic cooperation memorandum with the University of Emergency Management, aiming to support the development of China's emergency management system and enhance urban safety capacity in the Guangdong-Hong Kong-Macao Greater Bay Area.
According to the memorandum, the partnership will focus on building an innovation ecosystem that integrates industry, academia and research.
As part of the cooperation, the two sides will jointly establish what they describe as "one platform and one base": the University of Emergency Management Shenzhen Industry Incubation and Acceleration Platform and the University of Emergency Management Shenzhen Industry-Academia-Research Base. The initiative is designed to promote closer integration across industrial, innovation and talent chains.
Through the platform, the university plans to introduce high-quality companies specializing in safety protection, monitoring and early warning, and intelligent emergency response equipment. The Luohu district government will support the initiative through dedicated office space policies and related measures, with the goal of fostering a cluster for the safety and emergency management industry.
Luohu also provides a wide range of real-world application scenarios for participating enterprises. These include a street-level intelligent emergency broadcasting system covering 40 communities, as well as an integrated "space–air–ground" sensing system for community safety monitoring. Artificial intelligence technologies capable of automatically identifying up to 30 types of potential hazards are already in use, offering companies opportunities to test and promote their technologies while accelerating the formation of an industry cluster.
The jointly established base will focus on deeper university-enterprise collaboration in several key technology areas. These include wide-area InSAR micro-deformation monitoring, dynamic forest fire risk assessment, an integrated "space-surface-pipeline network" underground space detection system, multifunctional smart poles for water areas and urban flooding monitoring, an emergency management large model, as well as intelligent terminals and integrated communication platforms.
The cooperation aims to facilitate the pilot implementation of technological achievements in Luohu and create a full-cycle development model linking university research, local commercialization and market application.
