Shenzhen Hong Kong life and health industry park gains momentum

A cooperation and exchange conference on Shenzhen’s biopharmaceutical and healthcare industry was held on March 18, bringing together government officials, enterprises, researchers and investors to explore new opportunities for high-quality sector growth.
Shenzhen is accelerating efforts to build a globally competitive innovation hub for the life and health industry. In 2025, the city’s pharmaceutical and medical device sector reached an output value of 218.9 billion yuan, with over 1,000 major enterprises and 35 listed companies. Medical device exports ranked first nationwide. A growing number of innovative drugs and Class III medical devices have been approved in recent years, supported by fast-track review platforms in the Guangdong-Hong Kong-Macao Greater Bay Area.
The city is also strengthening full-cycle support through industrial funds, specialized parks and policy incentives. It has established multiple biopharmaceutical and “AI+medical” industrial parks, offering millions of square meters of industrial space, alongside a government-guided fund system to support companies from R&D to commercialization.
As one of Shenzhen’s central districts and a key gateway linking Shenzhen and Hong Kong, Luohu is positioning the life and health sector as a major driver of industrial upgrading. It benefits from strong medical resources, an established industry base and rising cross-border healthcare demand.
In a compact 5-km area, Luohu hosts four top-tier hospitals and has developed an integrated healthcare network model that supports coordination between medical services, research and industry. The district is home to over 100 major life and health enterprises, with total revenue exceeding 13 billion yuan, and a supply chain of more than 2,000 related companies. Cross-border demand is also surging, supported by multiple Shenzhen–Hong Kong checkpoints and policies allowing the use of Hong Kong-registered drugs and medical devices.
A key project is the Shenzhen-Hong Kong Life and Health Industry Park, located near Luohu Port and Shenzhen Railway Station. The site covers about 100,000 square meters, with a planned floor area of 300,000 square meters. It is designed as a demonstration zone focused on life and health industries, integrated with cross-border service functions.
The park will prioritize sectors such as AI-powered healthcare, cross-border medical services, high-end medical devices, biopharmaceutical R&D, cosmetics and health products. Planning and phased development schemes are currently under study.
Companies will be able to customize standalone facilities ranging from 20,000 to 50,000 square meters. Development models include government-backed construction for selected enterprises or market-based land acquisition at near-cost prices. Leveraging Shenzhen–Hong Kong cooperation and Hong Kong’s Chapter 18A listing rules, the park aims to support companies across the full chain of innovation, financing and commercialization, and to attract leading life and health firms.
The platform is designed as an open industrial ecosystem, led by flagship enterprises and focused on accelerating the commercialization of innovation. Several companies have already expressed strong interest following site visits, and more are expected to join.
The event also featured presentations from 25 life and health companies and 10 investment institutions, highlighting business developments, cooperation needs and market opportunities, reflecting strong momentum and investment potential in Shenzhen’s fast-growing healthcare sector.
