Luohu unveils 2035 blueprint, positioning Qingshuihe as key growth hub

Shenzhen has released its territorial spatial plans (2021–2035) for its all districts, outlining a citywide development blueprint through 2035. Under the plan, Luohu District is designated as a financial and commercial center, an international consumption hub, a regional transportation gateway, and a cluster for modern services and innovation-driven industries, as well as a pilot zone for deeper Shenzhen–Hong Kong integration.
To translate this vision into reality, Luohu is advancing development through key subdistricts. Among them, the Qingshuihe area, located at Luohu's northern gateway, has emerged as a strategic focal point. It is positioned to support the district’s role as a regional transport hub and to facilitate closer integration with Hong Kong, while serving as a core engine for achieving Luohu's 2035 goals.
In recent years, Qingshuihe has been included in several of Shenzhen’s major industrial cluster programs, covering artificial intelligence, headquarters economy, and science and technology innovation. As a key node in the Guangzhou–Shenzhen–Hong Kong–Macao innovation corridor, the area is prioritizing the development of the digital economy, artificial intelligence, and the open-source HarmonyOS ecosystem. Leveraging coordinated policy support and industrial planning, it is set to become a hub connecting innovation resources across the Guangdong–Hong Kong–Macao Greater Bay Area and a model for industrial upgrading in central urban districts.
Transport connectivity is a central pillar of Qingshuihe's development. Planned Metro Lines 17 and 25 will connect the area with Luohu and Wenjindu port crossings, placing it within one hour of Hong Kong. This is expected to strengthen its capacity to absorb industrial spillover and innovation resources from Hong Kong’s Northern Metropolis, injecting new momentum into local growth.
Driven by these advantages, Qingshuihe is rapidly forming an integrated industrial ecosystem combining headquarters functions, smart manufacturing and services. Innovation and industrial chains are becoming increasingly interconnected, fostering a dense, collaborative industrial cluster with strong upstream and downstream linkages.
The area also emphasizes ecological sustainability. Bordered by Yinhu Mountain to the west and the Buji River to the east, and anchored by Honggang Park, Qingshuihe features a multi-layered green network. Integrated into Shenzhen's broader "mountains-to-sea" urban vision, it promotes the organic integration of production, living, and ecological spaces, providing a high-quality environment for innovation and talent attraction.
Public services are also being upgraded. Existing schools are being complemented by plans for four additional schools, a general hospital, and new cultural facilities. Meanwhile, the Sungang railway yard redevelopment project will be transformed into a large-scale urban complex integrating parks, culture, and city functions, further enhancing livability and service capacity in the area.
