Luohu rolls out support plan for one-person startups

Shenzhen's Luohu District is stepping up support for a new type of startup model in which a single entrepreneur, powered by artificial intelligence, can build and run a company.
Known as the OPC model — short for "one-person company" — the approach is emerging as a new driver of innovation. Luohu aims to create fertile ground for such entrepreneurs by offering policy support, platforms and development space.
To encourage the model, Luohu has launched a "4x10" development plan for OPC startups. The initiative will build four specialized OPC communities and introduce 10 targeted support measures covering workspace, funding, talent services and market opportunities.
Under the plan, qualified OPC startups can receive at least one year of dedicated office space along with access to business services, technology sharing and industry connections.
Financial support is also a key component. Startups can obtain subsidies for computing power, data and model usage, with annual support of up to 1 million yuan (US$ 140,000). Equity investment support may reach up to 10 million yuan for selected projects, while loan interest subsidies can cover up to 50% of interest payments.
Talent incentives are included as well. Young professionals with a bachelor's degree or above may receive household registration subsidies of up to 100,000 yuan, while outstanding OPC teams and high-level talent may qualify for rewards of up to 1 million yuan.
Luohu will also open application scenarios for AI-driven OPC projects each year to help accelerate commercialization of new technologies.
Beyond policy incentives, the district is building four dedicated OPC communities to support different types of startups. These communities will provide incubation services, industry connections and international resources to help entrepreneurs turn ideas into viable businesses.
Among them are an AI application innovation hub known as Pi Innovation Space, an international cross-border innovation accelerator, a disruptive technology innovation center and a startup platform focused on early-stage technology commercialization.
The first two communities are scheduled to open in March, alongside policy briefings and innovation events aimed at attracting entrepreneurs and industry professionals.
Officials say the initiative will help transform the idea of "solo entrepreneurship" into a viable path for innovation, enabling more young creators to turn their ideas into reality in Luohu.
