Luohu launches leadership training program for young officials

From March 3 to 5, Luohu District held a special training program aimed at strengthening the leadership capacity of young officials as part of its broader push for high-quality development at the start of the year.
The program brought together 53 recently promoted young officials at deputy division, section chief and deputy section chief levels. Also attending were 10 senior subdistrict officials and a number of outstanding representatives recognized under the district’s “Luohu Pioneer” program.
At the opening session, Fan Defan, secretary of the CPC Luohu District Committee, delivered the first keynote lecture.
In his address, Fan focused on three key questions: how to understand Luohu, how to build stronger capabilities, and how to carry out work effectively. He encouraged participants to develop a deeper understanding of Luohu’s identity, mission and future direction, stressing that a strong sense of purpose is essential to turning responsibility into action.
Looking at Luohu from the perspectives of its past, present and future, Fan shared the strategic thinking behind the district’s recent policy planning and development priorities. He also outlined six core areas of capability for young officials to strengthen, guiding them to develop a sound approach to public service, sharpen their strategic thinking, and better align personal growth with the district’s long-term development goals.
Designed around the district’s key priorities and the practical needs of newly promoted young officials, the program featured sessions on industrial transformation and upgrading, artificial intelligence, grassroots governance and other major topics. Lecturers included faculty members from the district’s Party school, officials from industry-related departments, exemplary local role models, and academic and industry experts.
Through these sessions, participants were encouraged to broaden their professional vision, strengthen governance skills, and build a stronger understanding of emerging industries and urban development trends.
The training also included group discussions and brainstorming sessions centered on topics such as supporting APEC-related service work, contributing to Luohu’s development agenda, and enhancing city branding. Drawing on their own professional backgrounds and work experience, participants examined how their roles fit into Luohu’s broader development strategy, identified gaps in their capabilities, and explored practical solutions.
By combining learning, discussion and problem-solving, the program aimed to help young officials translate stronger individual capabilities into stronger momentum for Luohu’s continued growth and urban advancement.
