Luohu launches major project drive to advance high-quality development

Luohu district in Shenzhen has unveiled a new round of key project initiatives aimed at advancing high-quality development, following Guangdong province's annual high-quality development conference held on Feb. 24, the first working day after the Spring Festival holiday.
The conference, jointly convened by the Guangdong provincial committee of the Communist Party of China and the provincial government for the fourth consecutive year, set priorities for economic and social development across the province. Luohu participated via a dedicated sub-venue.
Later the same day, district authorities held a deployment meeting to advance the implementation of key projects for 2026, outlining priority tasks intended to strengthen long-term development momentum.
This year, Luohu identified five major areas of action — deepening reform, urban renewal, infrastructure development, major public welfare projects, and key area development — encompassing 69 specific projects. Officials said the initiatives represent concrete steps toward implementing the district's development strategy for the 15th Five-Year Plan, while providing comprehensive support for overall growth.
Projects under the deepening reform category include 11 major reform tasks, covering continued progress in public service reform, expanded applications of the digital yuan, and more intensive and efficient use of state-owned properties, alongside new initiatives requiring institutional innovation and breakthroughs.
The infrastructure development program includes 14 projects, such as the Luobei transit-oriented development (TOD) project and upgrades to the Xinxiu Interchange. These efforts focus on improving the urban transportation network by easing traffic bottlenecks, expanding rail connectivity and enhancing the capacity of key transport hubs.
Meanwhile, major public welfare initiatives, also comprising 14 projects, span education, cultural and sports facilities, ecological improvement and park development. The projects aim to provide more balanced and higher-quality public services while building a more vibrant, livable and competitive urban environment for residents.
