Luohu rolls out support package for Shenzhen-Hong Kong cross-border youth

Luohu district in Shenzhen has introduced a new policy package to enhance services and support for Shenzhen-Hong Kong cross-border youth, aiming to create a more youth-friendly and integrated environment for young people studying, working and starting businesses across the border.
The package is built around four key areas — housing, commuting, growth and social integration — forming a comprehensive service framework.
In terms of housing, Luohu has launched a one-stop support system covering the full journey from short-term accommodation to long-term settlement. By reducing living costs and improving access to rental housing, the measures are designed to help cross-border youth not only "land" in the district, but also put down roots.
To improve mobility, Luohu is working to establish a one-hour cross-border commuting circle between Shenzhen and Hong Kong, turning daily travel from a challenge into a more efficient and manageable routine.
On the development front, a group of entrepreneurship incubators will serve as both entry platforms and growth hubs. The facilities will provide tailored support, shared resources and innovation space for first-time founders as well as expanding enterprises.
In addition, a year-round program of training sessions, exchange activities and community events will be rolled out to help young people enhance their skills, expand professional networks and integrate more deeply into local life.
Together, the measures form a full-chain support system featuring affordable housing, efficient commuting, strong development support and integrated public services. The policy is expected to provide practical and targeted assistance for cross-border youth in Luohu in their studies, careers and daily lives.
With these initiatives, Luohu aims to set a regional example for Shenzhen-Hong Kong integration and youth-friendly governance, translating policy innovation into real opportunities for the younger generation.
