Luohu outlines development priorities for 2026 at district legislature session

The eighth session of the eighth People's Congress of Luohu District opened on January 27 in Shenzhen.
At the meeting, Zuo Jinping, head of the Luohu District People's Government, delivered a government work report reviewing performance in 2025 and during the 14th Five-Year Plan (2021–2025), while outlining major tasks for the 15th Five-Year Plan period and key priorities for 2026.
In the past five years, Luohu generated nearly 7% of Shenzhen's GDP, close to 13% of total retail sales, and nearly 5% of tax revenue with less than 3.5% of the city's built-up area, keeping its economic density and development efficiency among the city's highest.
The district's industrial structure continued to upgrade toward higher quality, stronger capacity, and new growth drivers. The number of above-scale enterprises and key financial institutions exceeded 4,000, forming three trillion-yuan-level industrial clusters in finance, commerce, and gold and jewelry.
Four hundred-billion-yuan-level clusters have taken shape in software and information technology services, business services, modern logistics, and tourism services. The share and number of emerging industry enterprises nearly doubled compared with the 13th Five-Year Plan period, while the number of national high-tech enterprises and specialized, refined, distinctive and innovative firms doubled.
Luohu advanced more than 400 reform measures across 13 key areas. Its "cross-border+" reform initiatives delivered multiple first-of-their-kind outcomes nationwide, with annual passenger clearance at the district’s three major ports exceeding 100 million. Major reforms, including the digital yuan and the transition from administrative fees to insurance-based mechanisms, have set national benchmarks. Key platforms such as the China-Asia-Pacific SME Cooperation Zone and the national-level gold and jewelry craftsmanship and intelligent manufacturing SME cluster have been established.
Urban renewal projects covered more than 5 million square meters, including over 1.84 million square meters of renovated urban villages, old residential communities, and inefficient industrial facilities. Spending on public welfare across nine categories remained above 70% of total fiscal expenditure. A total of 34 schools were newly built, expanded, or renovated, adding 36,900 compulsory education places.
Looking ahead to 2026, Luohu will accelerate the development of new quality productive forces, with a focus on finance, commerce and circulation, business services, gold and jewelry, software, aerospace, life and health, and safety, energy-saving, and environmental protection industries.
The district will promote a scenario-based city approach, optimize industrial space allocation, transform financial strengths into a more robust innovation ecosystem, and build a cluster for consumer brands and entrepreneurship. Efforts will also focus on upgrading service consumption, fostering a more efficient and fair market environment, and further improving services for enterprises.
