Luohu unveils blueprint for a modern industrial system

Shenzhen's Luohu District has released its first policy document of 2026, outlining a new blueprint to build a modern industrial system with distinct local strengths as it enters the opening year of the 15th Five-Year Plan period.
At a press briefing held on Jan. 21, local authorities presented the district's "3+3+4" industrial framework, which is designed to consolidate traditional strengths, upgrade specialty industries, and foster new growth drivers for high-quality development.
Under the plan, Luohu will strengthen three pillar industries—finance, commerce, and professional services—while upgrading three specialty sectors: gold and jewelry, tourism services, and modern logistics. At the same time, the district aims to accelerate the development of four emerging industries: software and artificial intelligence, life and health, safety and energy conservation and environmental protection, and aerospace-related industries.
The policy sets clear targets for 2026, including raising the share of modern services to nearly 75% of the tertiary sector, lifting the added value of strategic emerging industries to over 12% of GDP, and fostering multiple billion-yuan industrial clusters to support both steady growth and structural upgrading. The plan also sets a target for newly added enterprises to generate 55 billion yuan in annual revenue.
To support implementation, Luohu will enhance full-cycle services for enterprises, improve land, capital, and data support, and expand industrial space through urban renewal and more efficient use of existing resources. The district will also promote diversified economic forms such as headquarters economy, platform economy, port economy, building-based economy, and debut economy, creating a more resilient and dynamic industrial ecosystem.
Officials said the blueprint reflects Luohu's push to move "toward innovation, intelligence, and the future," positioning the district as a key hub for modern services and emerging industries in Shenzhen.
