Luohu strengthens its role as Shenzhen's core cross-border gateway

In 2025, Shenzhen's ports handled a total of 274 million border crossings, up 14% year on year, ranking first nationwide and reaching a record high. Luohu played a central role in this growth. Its three major ports—Luohu, Wenjindu, and Liantang—together recorded more than 100 million crossings, making the district the most densely connected cross-border hub in the Guangdong-Hong Kong-Macao Greater Bay Area.
Luohu Port alone now serves over 190,000 travelers per day on average. The flow mainly consists of cross-border students, daily Shenzhen-Hong Kong commuters, and Hong Kong residents visiting the mainland for leisure, shopping, and services.
Cross-border mobility in Luohu is increasingly supported by smart transport solutions. At Luohu Port, L4 autonomous buses operate from unmanned smart bus shelters, connecting the port with major landmarks and commercial centers such as Guomao, the Diwang Building, and Shenzhen MixC. In addition, the Luohu cross-border culture and tourism consumption route runs frequent shuttle services, improving access between core commercial areas in Shenzhen and Hong Kong.
With nearly 40,000 Hong Kong permanent residents and over 8,000 Hong Kong-funded enterprises, Luohu has strong fundamentals for developing a port-centered economy. Within a three-kilometer radius of the ports, a port-adjacent living circle has taken shape, bringing together Hong Kong-favored restaurants, large shopping malls, medical institutions, and dental clinics.
Cross-border consumption continues to gain momentum. By the end of 2025, Luohu had added more than 480 duty-free tax refund stores and established three "instant tax refund" shopping zones. Nearly 30,000 tax refund transactions were processed during the year, with total refunds of about 66 million yuan.
Healthcare services are also becoming a key driver. In 2025, Luohu District People's Hospital treated more than 70,000 Hong Kong patients across departments including dentistry, orthopedics, and traditional Chinese medicine. Competitive pricing, along with medical staff proficient in Cantonese or English, has made the hospital a popular choice for Hong Kong and Macao residents. Payment options cover overseas bank cards, the digital yuan, mobile payments, and cash.
To further support growth, Luohu has introduced a package of measures to promote high-quality development of the port economy. The policy aims to build an integrated port economic belt that combines a trade and circulation hub, a first-stop destination for inbound consumption, a demonstration window for new scenarios, and a platform for talent exchange. The measures are closely aligned with the development of Hong Kong’s Northern Metropolis.
Looking ahead, the B1 transit land parcel next to Luohu Port is being planned as a Shenzhen-Hong Kong life and health industry park. It is expected to serve as a pilot zone for cross-border AI applications, with flexible spaces supporting the full chain from research and development to light manufacturing.
Meanwhile, Luohu is taking the lead in exploring new areas such as cross-border data flows, cross-border gold trading, and the cross-border low-altitude economy, advancing institutional innovation to facilitate the movement of key factors across borders.
