Luohu advances AI-powered one-person company development

Recently, Luohu District has made a breakthrough in Shenzhen's AI development landscape, with both the Sunqing area and the Hubei area included in the city's first batch of one-person company (OPC) communities. This marks an important step forward for Luohu in advancing artificial intelligence-driven innovation.
OPC, short for one-person company, originally referred to a sole proprietorship. In the AI era, the concept has evolved into a model in which an individual, empowered by AI technologies, can independently complete the entire business cycle.
Recently, the Shenzhen Municipal Bureau of Industry and Information Technology released the Action Plan for Building Shenzhen into a Leading Hub for AI OPC Entrepreneurship (2026–2027). The plan proposes strong support for AI-based OPC innovation, with the goal of establishing more than 10 nationally leading OPC communities by 2027, nurturing over 1,000 high-growth AI startups, and attracting more than 10,000 AI entrepreneurs and professionals.
Luohu has two communities selected in the city's first OPC layout: Pi Innovation Space in the Sungang-Qingshuihe area and Plug and Play Innovation Center in the Hubei area.
Pi Innovation Space, jointly developed by Luohu Investment Holdings and the Dandelion Incubator, serves as a professional AI incubator. By integrating capital, industrial resources, and public technology platforms, it is building a robust AI innovation ecosystem and radiating OPC development across the Sungang-Qingshuihe area, one of Luohu's core AI industry clusters.
The Plug and Play Innovation Center in the Hubei area leverages Plug and Play's global innovation network and localized professional teams to provide one-stop services, including scenario matchmaking, technology integration, and business model validation. Centered around this hub, the OPC community extends across the Hubei area, which benefits from its proximity to Dongmen Pedestrian Street—a major commercial landmark with a vast consumer market and diverse application scenarios—positioning it as a new growth pole for AI development in Luohu.
With the rollout of the OPC ecosystem, Luohu is entering a critical window of opportunity for AI industry growth. Going forward, the district will strengthen talent services, build a full life-cycle capital support system, introduce targeted industrial policies to lower startup costs, and release a scenario opportunity list to support AI and other innovative applications.
