Luohu maps out its 2026 development priorities

In January 2026, Luohu District outlined its development priorities for the year ahead at the Fourth Session of the Eighth CPC Luohu District Congress and the district's economic work conference. The meetings sent a clear signal: Luohu will accelerate industrial upgrading while strengthening the foundations that support high-quality urban development.
At the core of the agenda is a clearer and more focused modern industrial system. Building on its "3+3+4" industrial framework, Luohu aims to consolidate modern services as the mainstay, develop light advanced manufacturing as a strategic supplement, and energize growth with emerging industries.
In 2026, policy efforts will continue to target both strengths and future opportunities—deepening value creation in finance, commerce and the gold and jewelry sector, while expanding new growth space in areas such as artificial intelligence and life and health sciences.
Industrial development will be supported by a more strategic approach to investment promotion. Luohu plans to upgrade its investment attraction model through scenario-based, capital-driven and professionalized mechanisms, while exploring a "government-as-investor" approach to improve decision-making and capital operations.
Innovation remains a central driver. The district will focus on cultivating high-growth technology firms, attracting national-level innovation platforms, and deepening collaboration between enterprises, universities and research institutes. The "AI+" action plan will move forward in 2026, promoting digital and intelligent transformation across traditional pillar industries and enhancing overall productivity and competitiveness.
Alongside industrial upgrading, Luohu is reinforcing the urban environment that supports growth. Efforts will continue to boost domestic demand and consumption, with a focus on building a core area of an international consumption center.
Key projects include revitalizing waterfront economic zones, upgrading major commercial districts, and shaping a more integrated consumption landscape that combines business, culture and urban life.
Opening-up will also take on a more industry-oriented focus. Luohu will advance the upgrading of key ports, promote cross-border industrial cooperation platforms, and leverage the Asia-Pacific SME Cooperation Zone to expand links with APEC economies.
By aligning more closely with high-standard international economic and trade rules, the district aims to strengthen the coordinated development of trade, investment and services, and to position itself as a gateway connecting global resources with the mainland market.
Through these measures, Luohu seeks to create a virtuous cycle in which industry and the city reinforce each other—laying a solid foundation for sustained, high-quality development in the years ahead.
