Luohu achieves notable progress in 2025

In 2025, Luohu District recorded notable progress across economic development, innovation, urban renewal, and public services, further advancing its transformation into a modern, dynamic urban core.
Economic development and industrial upgrading remained a key focus. Throughout the year, 279 major projects were launched in Luohu, bringing the total number of major industrial and financial enterprises in the district to over 4,000. Seven new industrial funds were established, with a combined scale of 57.2 billion yuan, strengthening long-term support for emerging industries. Luohu also made progress in developing its low-altitude economy by establishing the Shenzhen Aerospace Industry Fund and attracting 50 aerospace-related enterprises.
Openness continued to deepen, with the opening of the Microsoft Shenzhen Overseas Center and Luohu's designation as a National Sino-Foreign SME Cooperation Zone. The district is now home to more than 100 licensed financial institutions, and three local companies successfully listed on the Hong Kong Stock Exchange in 2025.
Innovation capacity was further strengthened through the launch of multiple high-level platforms. Six major sci-tech incubation platforms were introduced, covering disruptive technologies, international innovation cooperation, life and health sciences, and digital talent development.
In addition, the Shennan East No. 1 Artificial Intelligence Industry-Academia-Research Center was launched, a regional medical corpus center entered construction, and a high-throughput sequencing pilot platform was recognized by the Ministry of Industry and Information Technology, enhancing Luohu's capabilities in advanced research and industrial application.
Urban renewal efforts delivered visible improvements in both functionality and livability. Transport connectivity was enhanced with the opening of the Metro Line 5 West Extension and Line 11 Phase II (Luohu section), along with upgrades to key roads including Dongmen Road and Shennan East Road. Construction began on the Qingshuihe Digital New City and the Luohu North Station transit-oriented development, creating new space for digital industries and integrated urban functions.
At the same time, environmental remediation at the Yulong Landfill progressed steadily, supporting future industrial transformation. The completion of the Kunpeng Trail bridges and the Reservoir Greenway enabled Luohu to achieve its “Eight Parks Connection” goal, forming a continuous ecological network linking mountains, urban areas, and waterfront spaces.
Commercial vitality remained strong as Luohu reinforced its role as a major consumption destination. Five key consumption districts, including Dongmen and Shuibei, underwent comprehensive revitalization, while 129 new first stores, flagship stores, and concept stores opened during the year. More than 200 cultural, commercial, and tourism events were held throughout the year, sustaining consumer activity across all seasons.
People-centered development continued to guide policy implementation. Nine school campuses were renovated or expanded, and Luohu was recognized as a National Zone for High-Quality and Balanced Development of Compulsory Education. Healthcare services advanced with the inclusion of the Luohu Hospital Group in Shenzhen’s chronic disease insurance payment pilot.
New public facilities, including the Shenzhen Chess Academy (Yinhu), Luohu Library, and the Youth Activity Center, were opened to residents. As a key gateway between Shenzhen and Hong Kong, Luohu also advanced cross-border integration with the launch of Luohu Port renovation and the establishment of a Port Tourism Distribution Center. In parallel, digital governance innovations—including an "AI + Public Sentiment" system and the rollout of 121 smart application scenarios—improved public service efficiency and demonstrated the district’s commitment to smart governance.
