Luohu expands industrial space to support emerging industries

In 2025, Luohu District has stepped up efforts to unlock space for industrial development through large-scale, contiguous area development. Three new landmark buildings were added, while 30 themed office buildings were developed in a coordinated manner, releasing approximately 1.5 million square meters of high-quality industrial space.
Area-based development has been a key driver. By advancing projects in the Qingshuihe Digital New City, the Yulong area and the B1 plot, Luohu is expanding development capacity to attract emerging sectors such as the digital economy, artificial intelligence and life and health industries.
As a priority project, the Qingshuihe area is being developed in three phases, centered on Honggang International Innovation Plaza. Phase II offers about 6.3 hectares of land for transfer and will serve as a core carrier for emerging industry headquarters. The Qingshuihe Digital New City has been included among Shenzhen's key clusters for headquarters economy, technological innovation and artificial intelligence. With Luohu North High-Speed Rail Station as its anchor, the area will connect with Metro Lines 14, 17 and 25.
The Yulong area, part of Phase III, is advancing the country's largest environmental remediation and reuse project, with a total investment of 2.17 billion yuan and completion expected by the end of 2026. Upon completion, it will generate about 300,000 square meters of contiguous industrial land, with a planned total construction area of roughly 950,000 square meters, and will add a new station on Metro Line 25.
The B1 plot, formed through the realignment of the Shenzhen River and located in the core of the Shenzhen–Hong Kong port economy belt, covers about 100,000 square meters, with a planned development area of approximately 270,000 square meters. Positioned around an AI-empowered health focus while accommodating multiple industries, the site will provide flexible industrial space integrating R&D offices, commercial facilities and residential apartments, creating a garden-style industrial community.
To strengthen the industrial ecosystem, Luohu has also advanced three newly built office buildings in 2025. The Luohu New Materials Building targets strategic emerging industries such as AI, new materials and life and health, integrating headquarters, R&D, application and exchange functions. The Shenzhen-Hong Kong Youth Innovation Hub is being developed as a mixed-use innovation community combining R&D offices, apartments and commercial space, and has already attracted leading enterprises and national-level "little giant" firms. The Yuhong Building is oriented toward gold and jewelry, technological innovation and cross-border e-commerce enterprises.
Meanwhile, Luohu has accelerated the development of themed office buildings. In 2025, 30 such buildings were launched, adding about 1.5 million square meters of industrial space. Supported by a full life-cycle space operation system—from incubators and accelerators to innovation facilities and themed buildings—this approach is fostering clustered development across sectors including finance, software and information services, artificial intelligence, life and health, cross-border e-commerce and the low-altitude economy.
By adopting a "one building, one specialty" model and providing tailored support, Luohu is attracting upstream and downstream enterprises to co-locate, strengthening industrial chains. For example, Shenrun Building has been developed into the district's first specialized logistics office building, focusing on freight forwarding, cross-border logistics and supply chain management, and is emerging as a modern logistics industry cluster.
