Luohu accelerates AI and software innovation for high-quality growth

Over the past year, Luohu District has fast-tracked the development of the artificial intelligence and software information industry. Dedicated task forces were established, supported by a weekly review and monthly coordination mechanism, significantly strengthening policy execution and implementation.
The results have been tangible. A total of 138 new AI and software information enterprises were registered during the year, with 103 newly included in official statistics. Luohu rolled out 121 ''AI+'' application scenarios, ranking first citywide in the number of demonstration scenarios featured in both the 2025 Shenzhen Application Scenario Demand List and the Municipal AI Briefing.
Seven new AI and software innovation carriers were launched, representing a 133% increase, alongside five newly developed specialized office buildings. The district has also coordinated computing power totaling 6,500P and added eight categories of high-quality datasets.
Luohu’s AI city data perception, processing and application cluster has been recognized as a Guangdong provincial specialized industrial cluster for small and medium-sized enterprises.
The district's ambition extends beyond increasing enterprise numbers to achieving exponential growth in industrial influence. On one front, Luohu is pursuing targeted investment attraction in core segments such as chips, computing power and algorithms, building a tiered ecosystem led by major players and supported by clustered SMEs. The goal is to add 100 newly registered AI-related enterprises within the year.
At the same time, application-driven empowerment is set to deepen. More than 100 new demonstration scenarios will accelerate AI integration into traditional strengths such as gold and jewelry and commercial retail. The establishment of a high-end customized embodied robotics center and pilot ''AI+ community'' projects signals AI's deeper entry into urban governance and everyday life.
In line with long-term planning, Luohu is advancing the development of the Qingshuihe area into a national emerging industry demonstration park, promoting not only scale expansion of the ''AI + software information'' sector, but also value enhancement. Centered on the ''OpenHarmony + RISC-V'' technology chain, the district plans to build a multi-layered industrial landscape featuring ''one city, two parks, five streets and ten hubs.''
In the coming year, the OpenHarmony ecosystem innovation center will serve as a one-stop platform for technology validation and product incubation. Luohu aims to attract both intelligent hardware manufacturers and software partners, while building a regionally influential OpenHarmony application community and an innovation and distribution hub for intelligent hardware.
With a full life-cycle enterprise service system spanning start-up, growth and maturity stages, Luohu targets nearly 900 national high-tech enterprises and over 1,200 strategic emerging enterprises by 2026.
