Luohu aligns development priorities with Shenzhen's 15th Five-Year Plan

The recently released recommendations for Shenzhen's 15th Five-Year Plan set out a vision to build industrial finance, consumption and logistics centers with global influence. This vision also provides clear strategic guidance for the future development of Luohu District.
High-quality and efficient development of the service sector
Luohu has established advantages in three major traditional sectors such as finance, commerce and professional services as well as three specialty industries: gold and jewelry, tourism services and modern logistics. Finance remains the district's core pillar, with efforts focused on consolidating its traditional strengths while advancing reform through innovation. Measures such as the ''fee-to-insurance'' reform pilot are being implemented to improve competitiveness.
At the same time, Luohu is working to build a modern service-sector cluster with international market reach. By upgrading traditional advantage industries, strengthening specialty industries, accelerating the growth of emerging industries and nurturing future industries, the district aims to modernize its industrial structure, promote industrial clustering and continuously optimize the industrial ecosystem, forming a modern industrial system tailored to an urban core district.
Upgrading traditional industries
In the commercial sector, upgrading efforts emphasize transformation toward new business models and formats. Luohu has built a cross-border e-commerce industrial park and is encouraging traditional retailers to shift toward instant retail and livestreaming e-commerce.
For long-established professional markets such as building materials, textiles and home furnishings, the district is improving infrastructure and diversifying business formats, with the goal of building influential and reputable industry brands. These measures are intended to ensure that industries closely linked to everyday urban life remain dynamic and sustainable.
Accelerating the growth of emerging industries
In the low-altitude economy, Luohu has built the country's first intelligent takeoff and landing site, deployed more than 100 low-altitude takeoff and landing points, and taken the lead in launching drone transport routes. The digital economy continues to drive industrial development, with the number of strategic emerging enterprises reaching 1,067 by 2025.
The life and health industry is also gathering momentum. In 2025, 65 related enterprises were newly established, and the sector's operating scale exceeded 12 billion yuan.
New application scenarios are being actively developed. A total of 121 scenario-based projects have been implemented, including the city's first medical corpus for artificial intelligence applications and Guangdong Province's first smart supervision model for post-land-supply management.
Building a first-class innovation ecosystem
On the financial support front, Luohu has set up seven new industrial funds, leveraging 5.6 billion yuan in social capital and facilitating the landing of five major projects.
Digital renminbi and insurance innovation have emerged as two highlights of financial reform. The district is expanding the application of the digital RMB in public services and payment facilitation, while advancing insurance innovation through pilot programs across multiple sectors.
Port-driven economy and consumption
In the consumption sector, Luohu is working to build a high-end consumption center in the Guangdong-Hong Kong-Macao Greater Bay Area and to develop a district-wide consumption landscape, with a focus on five distinctive shopping streets.
Wenjindu Port has launched Shenzhen's first pilot program for tax refunds at a land departure port. Luohu Port now hosts the city's largest land-port tax refund service center in terms of area and service capacity. By the end of 2025, the number of tax-refund-eligible stores in Luohu had reached 482, ranking among the highest citywide.
In terms of technological innovation and industrial collaboration, Luohu plans to pilot drone transport of high-value goods at Wenjindu Port and to work with Hong Kong's research resources to develop a Shenzhen-Hong Kong life and health industrial park.
Looking ahead, Luohu will continue to expand consumption scenarios and inject new momentum into Shenzhen–Hong Kong cooperation.
