Luohu marks 2025 with strong momentum in high-quality development

The year 2025 marks the final year of China's 14th Five-Year Plan and the 45th anniversary of the establishment of the Shenzhen Special Economic Zone. Over the past year, Luohu District delivered solid progress across high-quality development, industrial upgrading, urban renewal, innovation, openness, and public wellbeing.
Throughout the year, Luohu demonstrated robust momentum in high-quality development. A number of major projects were introduced, alongside new equity investment funds, including aerospace-focused funds, further strengthening the district's capital support system. Luohu was also officially recognized as a national China-foreign SME cooperation zone, underscoring its growing role in fostering international cooperation and business connectivity.
Luohu accelerated the modernization of its industrial system through the implementation of six targeted actions, covering industrial structure upgrading, spatial layout optimization, business form innovation, factor strengthening, higher-quality investment promotion, and enhanced support for enterprise growth.
Traditional strengths such as finance, commerce, and professional services continued to evolve, while characteristic industries including gold and jewelry and tourism services achieved notable upgrades. In particular, the district's gold and jewelry public design and smart manufacturing cluster was recognized as a national-level featured SME industrial cluster.
Guided by a refined, quality-oriented approach to urban development, Luohu made comprehensive improvements to city functions, urban landscape, ecological environment, and overall character. Construction began on Luohu North Station, key transport infrastructure projects were completed and put into operation, and major metro extensions opened to the public. An interconnected network of urban parks was largely realized, contributing to a more livable and accessible urban environment.
Luohu steadily enhanced public services and residents' quality of life. Education capacity was expanded through the construction and upgrading of multiple school campuses, employment opportunities increased significantly, and one-stop public service complexes were developed to better meet community needs. The district was also named among China’s top 30 districts for cultural industry competitiveness in 2025.
Building on these foundations, Luohu designated 2025 as an industrial upgrading year, focusing on sectors such as software and information services, health services, emerging finance, cross-border e-commerce, artificial intelligence, and the low-altitude and aerospace economy. Policy support, capital, talent, industrial space, and application scenarios were coordinated to accelerate the integration of technological and industrial innovation.
Several high-level innovation platforms were launched, and R&D investment intensity continued to rise. A growing number of enterprises were supported through targeted policies and industry funds, helping translate technological innovation into real economic outcomes.
Luohu further enhanced its openness and business environment. Investment promotion models were continuously innovated, leading to the introduction of hundreds of key projects and enterprises. The district's aerospace sector gained new momentum with the establishment of the Shenzhen Aerospace Industry Fund in Luohu and the clustering of core enterprises across the commercial aerospace value chain.
As a major gateway between Shenzhen and Hong Kong, Luohu saw strong growth in its port economy, with annual throughput at its three major land ports surpassing 100 million trips for the first time. Cross-border consumption services were further improved, reinforcing Luohu's role as an important hub for regional connectivity.
Luohu continued to advance sustainable urban renewal, revitalizing existing urban spaces, expanding high-quality industrial and public service facilities, and improving land-use efficiency. At the same time, ecological initiatives were stepped up, with green corridors, park networks, and urban greenways further interconnected, promoting a closer integration of ecology and everyday urban life.
