Luohu launches Shenzhen's first HarmonyOS-powered government service center

On Dec. 22, Luohu district officially put into operation Shenzhen's first HarmonyOS-powered government service center, marking a step forward in delivering smarter and more efficient public services for businesses and residents.
Built on the open-source OpenHarmony operating system, the center integrates artificial intelligence, distributed collaboration and other intelligent technologies to create a new-generation digital government platform. It aims to provide a more efficient, convenient and intelligent one-stop service experience.
At the core of the center is an AI digital assistant that serves as an "intelligent front desk." Powered by a knowledge graph built from more than 52,000 pieces of government service data, the assistant supports natural voice interaction and can respond to high-frequency public inquiries within seconds. As a result, average consultation waiting times have been reduced from more than 10 minutes to near-instant responses.
Another key feature is HarmonyOS's "near-field discovery" service. With the support of HarmonyOS atomic services, residents carrying Huawei HarmonyOS smartphones can book appointments and take queue numbers directly on their phones upon entering the vicinity of the service center, without downloading any apps. Queuing information is synchronized in real time with on-site calling screens, enabling a seamless experience from entry to waiting. On average, this function has shortened queuing time by 80%.
The efficiency gains are already being felt by users. Li, a resident who had just completed public housing-related procedures, praised the experience. "I asked the digital assistant a few questions, and within one or two minutes it explained the entire process and required materials very clearly," she said. "The atomic service for taking a queue number is also innovative and convenient. It really saves time."
In the self-service area, the "HarmonyOS + AI smart form-filling" system addresses one of the most common pain points in administrative procedures. In the past, businesses handling matters such as registration changes often had to repeatedly fill out multiple forms and verify large amounts of information, making the process time-consuming and labor-intensive.
Now, the system automatically imports existing data fields. Combined with NearLink technology, which enables seamless file and data transfer between government terminals and mobile phones, and AI-assisted form completion, more than 95% of required fields can be filled in automatically. Application materials that once took a long time to prepare can now be generated in just a few minutes.
Looking ahead, Luohu plans to work closely with Huawei and other HarmonyOS ecosystem companies to further expand the ecosystem's brand influence and industrial cohesion. The district aims to build a new hub for the HarmonyOS industrial ecosystem in the era of the Internet of Everything — one that is innovative, far-reaching and sustainable.
