Luohu reports progress in high-quality development

Luohu district has reported steady advances in high-quality development as it works to upgrade its industrial structure, enhance its urban environment and improve public services.
The district is developing a modern industrial system driven by four complementary strategies: upgrading traditional industries, elevating signature sectors, doubling the growth of emerging industries and cultivating future-oriented fields. Leveraging its unique landscape of "half mountains and water, half city," Luohu is converting its ecological assets into a core advantage for coordinated regional development.
Several of Luohu's reform practices, ranging from digital renminbi applications to more intensive and efficient land-use approaches, have been recognized as exemplary cases at the national level.
People's livelihoods remain a central priority. More than 70 percent of fiscal spending has been steadily directed toward public welfare, resulting in notable increases in childcare and school placements, elderly care beds and medical resources. The district now hosts four Grade-A tertiary hospitals, and pressure on waiting lists for affordable housing has been significantly relieved.
To reinforce its role as a hub for innovation and services, Luohu has introduced ten major initiatives targeting key industries. These actions aim to expand and upgrade the service sector; optimize the financial sector's structure; enhance the competitiveness of commerce and trade; revitalize the gold and jewelry industry; accelerate tourism clustering; strengthen modern logistics; build an AI innovation highland; advance the life and health industry; develop low-altitude and aerospace industries; and promote the safety, energy-saving and environmental protection sectors.
