Luohu signs 59.3 billion yuan in projects at Shenzhen Global Investment Promotion Conference

Luohu district secured 38 project agreements with a total investment intent of 59.3 billion yuan on Dec. 5 at the 2025 Shenzhen Global Investment Promotion Conference, marking a significant step forward in its efforts to attract high-quality investment.
The conference drew more than 800 representatives from Fortune Global 500 companies, central state-owned enterprises, listed firms and leading industry players. With a strong emphasis on projects with high value, high innovation and high technological input, Luohu highlighted its industrial vitality and investment potential through targeted policies, abundant development resources and comprehensive business services.
Nearly half of the district's newly signed projects come from major global and domestic enterprises, including five Fortune Global 500 companies, two of China's top 500 firms and three unicorn companies. More than 50% of the projects fall within strategic emerging and future industries, reflecting strong clustering effects in fields such as artificial intelligence, the low-altitude economy and life and health sciences. Among the signed projects, 21 involve "little giant" enterprises (specialized, innovative SMEs equipped with advanced technologies) along with national high-tech firms, together accounting for over half of all signings.
In recent years, Luohu has rolled out a new investment promotion model built on five pillars: policy support, industrial space, capital resources, talent services and application scenarios. This full-lifecycle ecosystem, covering enterprises from startup to maturity, has become one of the district's core competitive strengths.
In 2025, Luohu recorded 1,037 new projects, including 256 key projects expected to generate more than 50 billion yuan in annual revenue. The district also welcomed 223 strategic emerging industry enterprises, up 5.7% year-on-year, strengthening its position as a rapidly rising hub for innovation-driven growth.
