Luohu unveils Shenzhen's first policy package to boost high-quality port economy

Luohu district has introduced a pioneering set of measures to advance a high-quality port economy, becoming the first area in Shenzhen to release a dedicated policy package for port-driven development.
Home to the Luohu, Wenjindu and Liantang ports, the district serves as one of the busiest gateways for Shenzhen–Hong Kong exchanges. Since Jan. 1, 2025, the three ports have handled 90.35 million passenger trips, up 12.21% year-on-year, highlighting Luohu's central role in enabling cross-border mobility and consumption.
The new measures seek to transform these strengths into a distinctive port economic belt integrating four key functions: a commercial circulation hub, an entry point for inbound consumption, a demonstration window for innovative scenarios, and a platform for talent exchange between Shenzhen and Hong Kong.
To realize this vision, the policy package outlines four strategic directions of enhancing port-led openness, leveraging passenger flows to boost consumption, accelerating scenario-based innovation, and deepening Shenzhen–Hong Kong integration. It also introduces 12 targeted actions spanning goods and services trade, collaborative innovation, commodity and service consumption upgrades, first-release products, consumption environment improvements, “AI+” applications, low-altitude economy development, cultural exchange, education cooperation and youth initiatives.
Looking ahead, Luohu plans to turn its port advantages into new growth drivers. By accelerating the shift from “flows at the port” to “value in the city,” the district aims to contribute to Shenzhen's broader goal of building a global economic center and a world-class modern metropolis.
