Shenzhen launches China's first full-chain support system for delivery riders in Luohu

Shenzhen unveiled the nation's first systematic, full-chain support framework for new employment groups on Nov. 26 in Luohu District.
The initiative, jointly advanced by government departments and enterprises, aims to address the daily challenges faced by delivery riders in instant delivery sectors such as courier and food delivery services. These include difficulties in entering residential compounds, accessing elevators, finding rest areas, obtaining insurance, and integrating into local communities.
The project aims to improve services for riders, strengthen the protection of their rights and interests, and facilitate their daily work. By coordinating policy, management, and digital tools, the system seeks to provide seamless support throughout their work processes.
The rights-protection component drew significant attention during the launch. A representative from Taobao Flash Sale announced that the platform will provide full occupational injury insurance for all active riders.
In addition, riders who consistently work in Shenzhen and voluntarily participate in pension and medical insurance programs will receive a 50% subsidy on their premiums, while team leaders and "honor riders" will receive full subsidies. These measures aim to alleviate long-standing difficulties related to medical security and retirement planning.
The rollout in Luohu is seen as a major step toward building a rider-friendly city where urban development and the wellbeing of frontline delivery workers advance in tandem.
