Luohu hosts Talent and Entrepreneur Day to boost innovation-driven growth

The 2025 Talent Day and Entrepreneur Day was held on November 12 at the Yinhu Conference Center, bringing together more than 200 entrepreneurs and high-end talent representatives.
Through policy briefings, experience sharing, and on-site thematic tours, the event built a targeted platform for dialogue among government, businesses, and talent. Participants gained deeper insights into Luohu's business environment and industrial potential, explored development opportunities, and strengthened cooperation to support the district's goal of building a modern industrial system and achieving high-quality, sustainable growth.
According to official data, Luohu recorded 313,200 market entities in 2024. The district attracted 260 major companies—including Fortune Global 500 firm Saint-Gobain and leading enterprises such as Ele.me, Ximalaya, and Iluvatar CoreX—and added 346 new large enterprises and key financial firms, contributing more than 48 billion yuan in new statistical output.
Foreign investment reached over 3 billion yuan. Luohu also established one provincial academician workstation and one provincial science expert workstation, added five new innovation platforms at the municipal level or above, and brought in five high-end research teams. Since the beginning of the year, the district has attracted 2,308 young professionals and 541 international talents.
Luohu's industrial landscape continues to evolve, marked by stronger financial capabilities, growing clusters of professional services, diversified living-service industries, rapid expansion of emerging sectors, and an accelerated gathering of innovation resources.
This year, Luohu has focused on stabilizing and supporting businesses while advancing investment promotion. The district optimized its business service mechanisms around five key areas—enterprise cultivation, listing services, demand response, global expansion support, and service platforms—and accelerated the implementation of multiple supportive policies.
Aligned with World Bank business-environment evaluation standards, Luohu released its Action Plan for Further Improving the Business Environment (2025–2027), outlining 36 action items and 106 specific measures across five areas: industry, openness, government services, rule of law, and urban environment.
The district has also launched an innovative "Private Enterprise Exclusive Loan," initially covering more than 400 private firms. Eligible enterprises aligned with Luohu’s industrial priorities may receive up to 100 million yuan in support, while top-tier talent and research teams may also receive funding of up to 100 million yuan. To date, the Luohu government has invested in 17 industrial funds with a combined scale of 55 billion yuan.
The event also featured the inauguration of the Luohu Gallop International Talent Service Station (Hong Kong). Leveraging Hong Kong's international advantages and the Hong Kong Science Park's innovation ecosystem, the station will serve as a platform connecting global high-level talent.
A special tour allowed entrepreneurs and talent representatives to experience Luohu's development blueprint firsthand, offering an immersive look at the district's vision centered on spatial renewal, industrial ecosystems, and strategic planning.
