Luohu pursues breakthroughs in finance, aerospace, and cross-border cooperation

On Oct. 20, Shenzhen's Luohu district released its Report on the Implementation of the National Economic and Social Development Plan for the First Half of 2025. The report outlines Luohu's strategic drive to foster new quality productive forces through breakthroughs in three key areas — financial innovation, aerospace and low-altitude industries, and Shenzhen–Hong Kong cooperation.
As one of Shenzhen's traditional financial hubs, Luohu faces intensifying competition from both established and emerging financial districts. To maintain its edge, the district is exploring new growth engines in cross-border finance and digital finance.
Among the highlights, Luohu achieved a significant milestone with the launch of the nation's first Cross-border Payment Connect (Northbound) transaction, marking the successful linkage between the mainland and Hong Kong's fast payment systems. This innovation allows residents on both sides to conduct instant cross-border remittances, strengthening financial connectivity and enhancing Luohu's appeal as a hub for financial innovation.
The report also highlights Luohu's progress in cultivating the low-altitude and aerospace economy. In the first half of 2025, the district attracted 40 enterprises in these emerging industries. It is developing two dedicated industrial parks — the Yuehai City T1 Low-altitude Economy Industrial Park and the Runhong Building Aerospace Economy Industrial Park — while launching the Shenzhen Aerospace Industry Fund, with an initial scale of 1 billion yuan, to support innovation and growth.
Luohu's proximity to Hong Kong remains one of its greatest advantages, and the district is actively working to transform this geographical closeness into deeper integration and shared opportunities.
On the infrastructure front, preliminary work has begun on the Luohu Port renovation and upgrade project, which will further strengthen cross-border connectivity. In the industrial domain, construction has started on the Shenzhen–Hong Kong Life and Health Industrial Park, located on the B1 plot near the border. Leveraging its unique location, the park is set to serve as a "converter" and "bridgehead" for Hong Kong and international biotech enterprises entering the mainland market.
Beyond physical and industrial linkages, Luohu is also fostering closer people-to-people connections. The district has established two Hong Kong-style family doctor clinics, introducing Hong Kong's healthcare service models and management concepts to better meet the needs and habits of cross-border residents.
