Luohu unveils full-spectrum incentives to attract talent and drive innovation


Luohu district in Shenzhen has introduced a comprehensive package of incentive policies designed to attract global talent, support startups, and accelerate the growth of emerging industries. The measures span the entire innovation chain — from seed funding and housing subsidies to risk protection and industry-specific rewards.
Among the highlights is a pioneering insurance program that provides up to 3 million yuan (about $420,000) in compensation for enterprises facing R&D failures or disruptions in commercialization, offering a safety net that encourages bold innovation.
Startups established in Luohu after January 2023 and officially supported by Hong Kong, Macao, or Shenzhen authorities are eligible for a 100,000 yuan subsidy after six months of operation, along with three years of rent-free office space worth up to 150,000 yuan annually.
In strategic sectors such as software and artificial intelligence, life and health sciences, and low-altitude and aerospace technologies, companies that achieve top-tier ("Category A") recognition based on innovation and commercialization capacity can receive a one-time reward of 800,000 yuan.
Luohu is also reinforcing its reputation as China's "Jewelry Capital" with targeted support for the gold and jewelry industry. Craftspeople who earn professional titles can receive subsidies of up to 200,000 yuan plus exclusive benefits. E-commerce leaders and live-streaming influencers who meet annual sales targets may earn up to 800,000 yuan, while internationally recognized designers and professionals with top brand experience could qualify for rewards as high as 1.5 million yuan.
By combining startup support, housing stability, industrial incentives, and risk protection, Luohu is building a robust ecosystem that addresses the key challenges faced by both enterprises and talent.
