Shenzhen steps up "AI+" drive to build pioneer artificial intelligence city
Shenzhen is accelerating efforts to deepen artificial intelligence integration across industries and public services as the city advances its goal of becoming a pioneer city for AI innovation.
The momentum was underscored at the 2026 Guangdong Artificial Intelligence Application Matchmaking Conference held in Shenzhen, which showcased the latest developments in AI technologies and application scenarios.
As of 2025, Shenzhen had more than 2,600 AI enterprises above designated size, with the city's core AI industry generating around 220 billion yuan (about $30 billion) in revenue, underscoring the sector's growing economic weight.
Focusing on "AI + government services," Shenzhen has set a target of achieving 100 percent intelligent service coverage in key full-cycle government service scenarios by 2027.
The city has been advancing both its "AI+" and "robotics+" initiatives, releasing five batches of nearly 300 "City + AI" application scenarios spanning governance, public services and urban management.
The rapid rollout of application scenarios has helped emerging AI technologies gain timely market validation, driving continued industrial iteration and upgrading.
From breakthroughs in underlying software and hardware technologies to accelerated deployment in real-world applications and policy support, Shenzhen is promoting deeper integration of artificial intelligence across economic and social sectors, reflecting a broader strategy to turn innovation advantages into industrial and governance strengths while advancing its ambition to become a leading AI pioneer city.
