Shenzhen took a pioneering step in legal and business reform Oct. 10 with the launch of the Shenzhen Out-of-court Restructuring Service Center — the first comprehensive platform in China initiated by a government body to provide both corporate out-of-court restructuring and individual bankruptcy public services.
Building on Shenzhen's ongoing reform of bankruptcy systems and mechanisms, the center represents a major innovation in integrating corporate and individual financial relief services within a unified, accessible framework.
Operating under a hybrid model that combines public-interest functions with market-oriented mechanisms, the center aims to reduce restructuring costs, enhance efficiency, and improve access to financial recovery resources.
