Luohu accelerates first-store economy with new action plan
Luohu District is rapidly emerging as a hub for first stores, flagship outlets and new-concept retail, having attracted more than 60 such openings since the start of 2025.
Shenzhen’s MixC alone has introduced more than 200 first stores over the past three years, including over 30 this year, and has hosted more than ten product debuts and brand showcases.
Behind this surge is targeted policy support. Luohu has released the Action Plan for High-Quality Development of the First-Launch Economy, which centers on innovation, distinctive positioning and ecosystem building.
The plan targets eight "firsts," namely first stores, first shows, first releases, first exhibitions, first competitions, first performances, first creations and first applications. It aims to create an ecosystem driven by brand incubation, scene-based consumption, enabling resources, a business-friendly environment and broad publicity. The district intends to become a benchmark for the first-launch economy in the Greater Bay Area and nationwide.
By 2026, Luohu plans to establish two city-leading first-launch demonstration zones, attract more than 100 new domestic and international first stores, and recruit service providers for product launches, media promotion, marketing and brokerage.
The district also plans to stage at least 50 landmark events — ranging from product debuts and brand showcases to fashion exhibitions, sports competitions, cultural performances and technology first-use demonstrations.
To encourage openings, Luohu will offer incentives of up to 1 million yuan per first store and up to 3 million yuan annually for commercial operators that secure multiple first launches. Financial support will be strengthened by guiding institutions to develop tailored lending products and by building financing platforms for tech and cultural projects.
Talent support is another key plank. High-level professionals in first-launch sectors will be included in Luohu's elite talent program and receive housing, education and medical assistance.
Administrative services will be streamlined via a dedicated "First Store Service Window," themed support for opening jewelry and dining businesses, and online fast-track approval channels.
To safeguard innovation, Luohu will set up a rapid intellectual-property protection channel for newly released products, providing priority acceptance, expedited mediation and efficient dispute resolution.
