1979 —— 1983

March 1979
The State Council approved in March 1979 that the Baoan county of Guangdong province was to be upgraded to Shenzhen city, which administers Luohu, Nantou, Songgang, Longhua, Longgang and Kuiyong districts. Luohu district was founded on March 29.
October 1979
The Luohu District Committee of the Communist Party of China and Luohu Administrative Area were set up in October 1979. They acted as the Luohu government, a county-level agency subordinate to the Shenzhen municipal government. The Luohu Administrative Area consisted of Futian, Fucheng and Yantian communes, and Shenzhen and Shatoujiao townships.
January 1980
The Shenzhen Real Estate Company signed an agreement with the Millie's Group from Hong Kong to jointly develop the East Lake Park Housing of the Huaqiao New Village. This was the first commercial residential project in Shenzhen as well as the first real estate project funded by investors from the Chinese mainland. The project was finished in December 1982.
August 1980
The 15th session of the Fifth National People's Congress Standing Committee decided to approve the Regulations of the Special Economic Zone of Guangdong Province proposed by the State Council. This stipulated that special economic zones were to be set up in Shenzhen, Zhuhai and Shantou. Therefore, the Shenzhen Special Economic Zone was founded with Luohu as one of its administrative districts.
January 1981
The Bamboo Garden Hotel, the first Sino-foreign joint venture hotel in China, opened in Luohu in January 1981. All the staff were employed through a new labor contract employment system. The hotel was the first in China to reform its salary system, breaking the "iron bowl" and initiating a new wage system consisting of post wages and floating wages.
March 1981
The Shenzhen Property Management Company, the first of its kind in Luohu, was founded in March 1981. It took the lead nationwide to end the old residential household management model that was formed in the planned economy era.
August 1981
In August 1981, the Shenzhen Committee of the Communist Party of China published the Notice on the Founding of the Luohu District Committee of the CPC and the Luohu District People's Government, merging the former Luohu, Nantou and Shatoujiao districts into the new Luohu district. Luohu district was officially founded in January 1982.
January 1982
The Shenzhen Branch of the Nanyang Commercial Bank, the first Hong Kong-funded bank introduced to the Chinese mainland after 1949, was founded in the Overseas Chinese Travel Agency in Luohu in January 1982.
May 1982
The construction of the first high-rise building, the International Trade Centre, began in May 1982. The project created a national record in that it took only three days to build one floor of the building. This is aptly termed "Shenzhen speed".

Luohu reformed its labor system in 1982, making it the first place to carry out such reforms nationwide. A labor contract system now applies to all employees.
April 1983
Caiwuwei Hotel, the first three-star hotel started by a farmer, was built in Luohu in April 1983.
July 1983
A renovation project for the Shenzhen Railway Station in Luohu which started in July 1983. The project consists of a new hall, a joint inspection building and a pedestrian overpass.

June 1985
A double-storey pedestrian bridge that was completed in Luohu in June 1985.
September 1985
A railway overpass of the Shenzhen Railway Station was built in the center of a city in China for the first time. The overpass was completed in September 1985.
December 1985
The Shenzhen Foreign Exchange Swap Center, the first of its kind in China, opened along Guiyuan Road in Luohu district in December 1985.
April 1986
A revolving restaurant opened for business on the 49th floor of the International Trade Centre in Shenzhen in April 1986, boasting a spectacular bird's eye view of the Luohu and Futian districts.
May 1985
The Shenzhen Development Bank openly issued its shares in May 1987 and people could freely subscribe to its shares. The Shenzhen stock exchange market emerged.
September 1987
The Shenzhen Special Economic Zone Securities Company was founded in Luohu in September 1987. It was the first financial agency that handled the securities business in China.
December 1987
The Shenzhen municipal government transferred state-owned land use rights through an open auction in Luohu in December 1987. This was called "the first revolution" in the institutional reform of China's land use.

The Shenzhen Development Bank Company was founded in Luohu in December 1987. The shares it issued in the Shenzhen Special Economic Zone Securities Company made it the first stock-holding bank listed in China's stock exchange market.
June 1989
The first sports meeting of the Luohu Administrative Area as well as the ribbon-cutting ceremony, which marked the opening of the Luohu Stadium, were held in the stadium in June 1989.
October 1989
The Shenzhen Buji Agricultural Products Wholesale Center Market opened in Buji Road in October 1989. It was then the largest market of its kind in China.

Approved by the State Council and the provincial government, Shenzhen set up the Futian, Luohu and Nanshan districts, all at the county level, in January 1990.

The first McDonald's restaurant on the Chinese mainland, opened in the Guanghua Building along Jiefang Road in Shenzhen in October 1990.

The annual fiscal revenue of the Luohu district hit 171 million yuan in 1990, surpassing the 100 million yuan ($14.9 million) mark for the first time.

The Shenzhen Stock Exchange, the first stock exchange set up in China since 1949, opened in Luohu district in July 1991.

The new Shenzhen Railway Station opened in October 1991. Its main building also had a port joint inspection department, offices, hotels and shopping malls.
1993
The annual fiscal revenue of the Luohu district surpassed 500 million yuan for the first time in 1993, reaching 511 million yuan.
December 1994
The Guangzhou-Shenzhen railway, the first quasi-high-speed railway in China, came into operation in December 1994.

November 1995
The Nigang neighborhood committee of Luohu district won the honorary title of "National Model Neighborhood Committee" in November 1995.
September 1996
The first passenger train service connecting the Beijing West Railway Station and the Shenzhen Railway Station started in September 1996, when the Beijing-Kowloon Railway came into operation.
November 1996
The 7th National Book Expo was held in Luohu district in November 1996. This was the first time the event was held in a non-provincial capital city. The Book Expo was in the building of the Xinhua Book Store and was exempted from the publishing houses' booth rental. It used a network of computers to power its book sales and saw a daily special issue on the expo published by the China Book Business Report. The sales of the book fair exceeded 20 million yuan ($2.98 million), a record high.
July 1997
Hundreds of thousands of people attended the People's Liberation Army Hong Kong Garrison send-off parade amid the rain in July 1997, when Hong Kong was returned to China. Luohu district organized an artistic performance to celebrate the return of Hong Kong to China.
September 1997
Story of the Spring, a song composed by Jiang Kairu, Ye Xuquan and Wang Yougui, who are all from Luohu district, won the 6th Five One Project Award, given by the Publicity Department of the Communist Party of China Central Committee , in September 1997.

The Guangzhou-Shenzhen electric railway, the first of its kind in China, came into operation in August 1998.
September 1999
The sightseeing platform "Window of Shenzhen and Hong Kong" situated on the top floor of the 69-floor Diwang Building, opened in September 1999. The Diwang Building, which was completed in 1996,stood as the tallest building in Asia.

The opening ceremony of the First Luohu Shopping and Tourism Festival, which also marked the opening of the East Gate Commercial Pedestrian Street, was held on the pedestrian street in October 1999.

Walking into the New Era, a song composed by Peng Guihua and Jiang Kairu, won the 7th Five One Project Award, given by the Publicity Department of the Communist Party of China Central Committee , in 1999.

January 2000
“Work together for the future”, a millennium parade activity, was held in the South Square of the Shenzhen Grand Theatre in January 2000.
August 2000
Approved by the then State Planning Commission, the Dongjiang River-Shenzhen water supply modification project started in August 2000.
April 2001
The Shenzhen Paleontology Museum, the first of its kind in China, opened its doors to the public in April 2001.
December 2003
Luohu’s annual fiscal revenue exceeded 2 billion yuan in 2003, hitting 2.27 billion yuan.
April 2002
The main work of the upgrading project of Yumin village (Fishermen’s village) in Luohu started in April 2002 and was completed in February 2004.
January 2004
A collegiate bench judge held a hearing on whether a defendant should obtain a guarantor pending trial. Held at the Luohu District People’s Court in January 2004, this trial was the first of its kind nationwide.
June 2004
The new Luohu Railway Bridge was completed and started operations in June 2004. Shenzhen and Hong Kong invested 23 million yuan into the project.
August 2004
In August 2004, the Luohu Consumers Association set up a 1 million yuan fund, the first of its kind nationwide, to help poor consumers defend their legal rights and interests through legal means.

March 2005
The Luohu criminal tribunal held a hearing on an application for serving a sentence out of prison in March 2005, marking the first of its kind in China.
November 2005
A branch of the Communist Party of China was set up in Metro’s outlet in Luohu district in November 2005. This was the first time a CPC branch was founded in a global top-500 company.
September 2006
A branch of the Communist Party of China was set up in Walmart’s Zhongshan outlet in Luohu in September 2006. This was the first CPC branch founded in the global retail giant.
April 2007
Luoohu.com, the first community website sponsored by a district government in China, was launched in April 2007. It won the special contribution award of the network culture development of Shenzhen, and was the only website given this honor.
May 2008
The Beijing Olympics torch relay attracted more than 200,000 people along its 2.1-kilometer route in Luohu district.
October 2009
Luohu won the honorary title “ Model District for a National Harmonious Community” in October 2009.
October 2008
Luohu organized a large-scale artistic performance “New Chapter of the Story of Spring” in October 2008 to commemorate the 30th anniversary of China’s reform and opening-up.

Comedy shows “Waiting, Growing, and Environmental Protection” as well as the music symphony" The Hakka Tunes” — all created by artists from Luohu district — won the 15th Galaxy Award in May 2010. This accounted for half the number of awards Shenzhen won in the competition. This made Luohu the district (county-level) that won the greatest number of awards in the nationwide competition in 2010.

The “Shenzhen, I Use Songs to Praise You” concert was held in Luohu Stadium in August 2010 to commemorate the 30th anniversary of the founding of the Shenzhen Special Economic Zone.

George Killian, the then Chairman of the International University Sports Federation, visited the Luohu Stadium and spoke with working staff and volunteers in August 2011.
November 2012
TTG, headquartered in Luohu, started issuing its initial public offering in the Australian Securities Exchange in Sydney in November 2012. It became the first Chinese mobile network company to list abroad.
January 2013
The Luohu district won the honorary title of “National Ecological District” given by the then Ministry of Environmental Protection in January 2013.

KK 100, whose original name was KingKey Financial Center, a 100-storey skyscraper in Luohu, was selected as one of the top 10 skyscrapers in the world in 2012. The skyscraper was ranked 4th in the world, and the list was compiled by a German real estate survey agency.
August 2013
Luohu won the honorary title of “National Model District for Safe Construction” given by the then Central Committee for Comprehensive Management of Public Security in August 2013. Among all the districts in Shenzhen, only Luohu won the title.

'Wang'an Yidatong' of the Shenzhen Public Security Bureau’s Luohu branch, the first network police room on foreign trade platform in China, opened in October 2013.
April 2014
The new multi-component merging mechanism of residential communities in Luohu piloted was selected as one of the top 10 original achievements in China’s community governance of 2013 in April 2014.
August 2014
The model merging medical care and caring for the aged created by Luohu promoted the establishment of the first geriatric hospital that adopted this model in China. The hospital was opened in August 2014.
September 2014
Shuibei index, the first national jewelry index in China, was released at the opening ceremony of the Shenzhen International Jewelry Exhibition in September 2014.

May 2015
In May 2015, 'activated empowerment', a project in Luohu district to advance the building of the rule of law at the community level was recognized as the one of the top 10 original achievements in China's community-level governance in 2014. This made Luohu the only district to win the honor in two consecutive years.
July 2015

In July 2015, Luohu was earmarked as the pilot site to build a model healthcare zone for the aged. It was the only district in Shenzhen that was earmarked for this project.
August 2015
The Decision on Initiating Pilot Reforms for Urban Renovation in Luohu District was issued in August 2015, making Luohu the first pilot district for such reforms in Shenzhen.

Luohu took the lead to initiate the pilot reform of the "Grassroots Medical Care Group" in the country in August 2015.
June 2016
Luohu won the title “Model County (city) in Conserving Land and Resources” given by the Ministry of Land and Resources in June 2016. It was the only district in Shenzhen to win the title.

The Registration Hall of the Copyright Protection Center of China opened in Luohu in July 2016.

Luohu Library’s “Ulibrary” project won the title of “The Most Beautiful Community-level Library Nationwide” in October 2016.

The public hospital reform in Luohu, which was called the “Luohu model”, was recognized as an important example of national medical reform in June 2017.

The Luohu District People’s Hospital was given a “Grade-III”, the top rank, comprehensive hospital in November 2017.

The “Erxian Chahuadi” shantytown renovation project started in Luohu in December 2017.This project eliminated serious hidden hazards threatening the life and property of more than 93,000 residents over some 20 years.

The Luohu Hospital Group was marked as the “National Public Health and Family Planning System Advanced Group” in 2017, the only winner of the honorary title from Shenzhen.

Luohu started its shantytown renovation model, which was led by the government. For the project, state-owned enterprises provided services to build government subsidized houses for low-income families, homeless families and talents the city attracts , which helped to overcome practical difficulties in the renovation of shantytowns.

Luohu’s gross domestic product exceeded 200 billion yuan for the first time in 2017, reaching 216 billion yuan.

The Guangdong Provincial Housing and Urban and Rural Construction Department held a work conference on shanty town renovation and the tackling of illegal buildings in Luohu in May 2018. Luohu’s experience in this area was promoted in the work conference.

Luohu received the title “Demonstration Zone for National Ecological Civilization Development” in December 2018. Five counties and cities were also awarded this title.
