The economic patterns of Luohu District has transformed radically, the economic indicators have been one rising and one falling. One rising refers to the rise of economic growing indicators. the GDP in the district in the whole year comes to RMB57,500-million, growing 9.5% than the same period of last year; the industrial value added comes to RMB4,150-million, growing 6.4% than the same period of last year; the total amount of social consumption goods  comes to RMB37,100-million, growing 14.5%; the gross export proceeds come to USD8,570-million, growing 15.4%; the local financial budgetary revenue comes to RMB1,980-million, growing 26.3%. The direct paid-in foreign investment comes to USD348-million. One falling refers to the falling of the overall reduction of per capita GDP energy consumption and resource consumption. The land for construction of every RMB10,000 in the GDP of this district is 5.7 square meters, the water consumption is 24.2 cubic meters and power consumption is 576.3KWH, separately dropping 8.7%, 8.3% and 4.6% than those in the same period of last year, lower than the average level of whole city.

　　Service industry has been growing to the hi-tech end, and the roles of third industry in Luohu District are reinforced. Four pillar industries of finance, Trading, jewelry and cultural innovation have evidently reinforced their contribution to the economic growth. The value added of financial industry is expected to 16%, to exceed the growth rate of GDP for the first time in a decade and becomes the industry with fastest growth; after 9 foreign-funded banks have settled in Luohu District after coming to Shenzhen during the Tenth Five-Year Plan, there are another three foreign-funded banks have settled here; the assets and gross profits of financial institutions have respectively grown for 3% and 71%, amounting to 62.7% and 71% of the whole Shenzhen Municipality; the assets and gross profits of foreign-funded financial institutions have respectively grown for over 20%, amounting to over 80% of the whole Shenzhen Municipality. Business and trading industry: The golden triangle composed by South Renmin Road, Old Dongmen and South Bao’an Road is planned one of two municipal business zones of Shenzhen; the chain stores have become the leading industrial tendency, with 12 chain-stores among 20 top super centers in the territory, amounting to 60%, the chain store retail sales amounts 80%; There are 23 chain stores have settled in Luohu District, and 21 traditional marketplaces have been upgraded and transformed. Cultural innovation industry: There are 4 sub-places among 6 places of the 2nd China (Shenzhen) International Cultural Industries Fair (ICIF) are located in Luohu District. Yijing (National) Cartoon Industrial Base, Shuibei International Jewelry Trading Center, Shenzhen Manjing-hua Arts Center and Shenzhen Curiosity Town have become the important product display and trading platforms in the cultural innovation industry. Gold and jewelry industry: There are approximately 300 newly established jewelry enterprises, including 17 foreign-funded enterprises. There are total over 1,300 gold and jewelry enterprises in the whole district; there are 14 China Well-known brands in Shuibei Necklace Street, separately amounting to 87.5% and 42% of the gold and jewelry industry in the whole city or the whole country, and become the specialized jewelry, jade and ornaments industrial base of China and the industrial cluster upgrading example district of Guangdong Province.

　　The second development of urban area is a great break-through, and as a result, the value of functional Luohu District has completely released. The principle renovation project of South Renmin Road has been completed, and the environment has been greatly changed. The bearing of the international modern business center has further reinforced the role of Luohu District as a business center. The renovation of Caiwuwei Financial Central District has been enforced and the relocation of old buildings is generally completed. The Golden Foot Street and exterior renovation of 8 factory buildings in Shuibei Necklace Street have been completed. Sungang Zone of Sungang-Qingshuihe Logistics Park has been completed, and a supermarket is established with the major bulk consumer goods like building materials, household products and automobiles; the functional orientation for the renovation of Qingshuihe Zone has been completed. 31 villages in the city located in Luohu District have been taken into the long-term renovation plan of villages in the city of Shenzhen in the period of 2006-2010. The relocation work of the overall renovation of Tianbei Village has been completed, some building dismantling project of Shuiku New Village is generally completed, the renovation of municipal road in Hubei New Village and South Sungang Village are completed.

　　With the ordered and harmonious community, the happiness of residents has been greatly and evidently reinforced. The overall living environment of 172 old living quarters inside the district is fulfilled and almost all of them are managed by the property management companies. The wall decoration works of villages in the city are finished. The basic administrative management system reform is being processed and 8 communities of 4 pilot streets have reduced the number of functionaries and reduce staff to improve efficiency. The public security is further looking up and stabilized, the project of reinforcing the foundation has achieved much. The participants of endowment insurance, medical insurance, industrial injury insurance, misemployment insurance and housing insurance have been increasing successively in two digits. The average cost per capita in every outpatient department of hospitals has reduced for 7%, and the average cost per capita in hospitalization has reduced for 14%. Additional 26 schools have been added to the line of health facilitation schools, so there are total 51 health facilitation schools in the whole district. The general urban air quality is better than the average level of the whole city, and the living environment keeps improving.
