First of all, Luohu is the financial central district of Shenzhen City, has integrated 74% banks, 60% insurance companies, 40% securities companies and 50% other financial institutions in the whole city. The People’s Bank of China, China Insurance Regulatory Commission (CIRC), Shenzhen Stock Exchange and 90% foreign-funded banks of the whole city are located in Luohu District. In 2006, the value added of financial industry in Luohu District of financial industry in Luohu District has increased for 19.1%, exceeding GDP growth rate for the first time in a decade and becomes the industry with fastest growth. The financial and ecological environment of Luohu District is looking up, and the benefit is improved. By the end of October 2006, the assets and gross profits of financial institutions have respectively grown for 3% and 71%, amounting to 62.7% and 71% of the whole Shenzhen Municipality. The innovative vigor of financial industry has been reinforced and 6 enterprises have won the financial innovation prize of Shenzhen Municipality, amounting to 32% of the whole city. To create a better environment for the growth of financial industry, we are pushing forward the renovation of Caiwuwei Financial Center, the major construction project of the government at the levels of municipality and district. The overall planned area of financial central renovation is 417,000 square meters, including 35,000 square meters for hotel, 170,000 square meters for office buildings, 100,000 square meters for the relocated buildings, 70,000 square meters for the super market, 55,000 square meters for the hotel-style apartments and 2,470 square meters for the renovated plot for the renovation project of the People’s Bank of China. It will become the new symbolic building of Shenzhen. In the meanwhile, we are trying to build up Shenzhen Backup Trading Center of Shanghai Gold Exchange to further enrich the financial elementary market. We are expecting, from strengthening the cooperation with Hong Kong Financial Industry, more foreign-funded financial institutions to settle in Luohu District for development and to build up a Wall Street in Shenzhen.

　　Secondly, Luohu is the busy trading district of Shenzhen. It is shown by 2005 Business Network Census Data that the business area of Luohu District was RMB14,200/m2/year, 1.95 times that of the average figure of the whole city as RMB7,300/ m2/year. The golden triangle composed by South Renmin Road, Old Dongmen and South Bao’an Road is planned one of two municipal business zones of Shenzhen. Two chain stores among 30 top super centers in the country has settled in Luohu District. The business pattern of Luohu District is being innovated, the business types are enriched and a lot of new industries are on pilot in Luohu District. Last year, South Renmin Road is renovated and a modern business street is furnished before the tourists at home and abroad going and coming from Luohu Port. We have learnt from the successful experiences of Hong Kong to connecting the major business buildings with the air corridors. As a result, the beautiful lighting and exterior walls make South Renmin Road a new look, further stimulated the business vigor of Luohu District and facilitated the business status of Luohu District. Phase II Program of Cross City is being constructed, including Grand Hyatt Hotel, a five-starred hotel, international business and leisure plaza, hotel-style apartments and high-ranking houses, etc., and will be completed and used by the next half year of 2008. At present, we are promoting and constructing the connecting corridor system to effectively integrate the sky space in five zones of South Renmin District, Dongmen Road to Hubei Road, and Caiwuwei to South Bao’an Road, to facilitate the connection and interaction between different business, to form the vertical business sky layout of different channels for people and automobiles, and to create the big golden triangle core business zone.

　　Thirdly, Luohu District is a crucial base for the gold and jewelry industry at home. Now, there are over 1,260 jewelry enterprises in Luohu District, and the well-known jewelry enterprises at home and abroad are intending to settle here. It is expected by the industrial association that the production yield and sales proceeds of gold and jewelry in Luohu District amounts to 80% of those in Shenzhen, amounting to half of those in the whole country. There are 14 China Well-known brands in Luohu District, separately amounting to 88% and 45% of the gold and jewelry industry in the whole city and the whole country. Shenzhen Gold and jewelry Industrial Cluster Base located in Shuibei Street, Luohu District was entitled the Gold and jewelry Industrial Cluster Base in Guangdong Province in 2005 and was recognized as the Industrial Cluster Upgrading Example District of China in 2006 by Gems & Jewelry Trade Association of China. At present, we are negotiating with the municipal government to extend the area of Shuibei Gold and Jewelry Gathering Base, to enlarge the existing area of 560,000 square meters to over 200,000 extra square meters, to further improve the building and renovation standard and to add more supporting service facilities for shopping and tourism.

　　Fourth, Luohu is a leading gathering base of cultural and innovative industry of Shenzhen. Since 2005, Shenzhen will hold China (Shenzhen) International Cultural Industry Fair once a year. It is a cultural pageant jointly sponsored by the State Ministry of Culture, the People’s Governments of Guangdong Province and Shenzhen Municipality. In 2006, There are 4 sub-places among 6 places of the 2nd China (Shenzhen) International Cultural Industries Fair (ICIF) are located in Luohu District, including Yijing (National) Cartoon Industrial Base, Shubei International Jewelry Trading Center, Shenzhen Manjing-hua Arts Center and Shenzhen Curiosity Town, they have become the important product display and trading platforms in the cultural innovation industry. Next, we will further improve the industrial chains of novelty production, publishing and issuance, project agency and derivative development of Yijing (National) Cartoon Industrial Base and do well the work of public technical service platform. At the same time, make good use of the brand effect and stimulation of China (Shenzhen) International Cultural Industries Fair (ICIF) to promote the cultural industry of Luohu District, including the brand innovation, jewelry design, domestic decoration and curiosity, etc. to the domestic and overseas markets.

　　In addition, the specialized service industry of Luohu District has been expanding and the developing climate for logistics keep improve. For the moment, Luohu District is taking on a development tendency concentrated in Kerry Centre, gathered around Cross City and Hing Xing Square, with Shenzhen Road as the axis, with the world-known specialized service agencies like Priuce Water House Coopers, KPMG, Deloitte & Touche and Ernst & Young, etc., as the leading enterprises, and numerous specialized service enterprises gather for the development. Luohu District will further support the development of specialized business, like legal service, accounting and consultation, etc., and the productive service industries like R&D, design and advertising planning, etc., to carry on radiation and transfer of the high-end service in Hong Kong. In term of logistic industry, there are over 100 world-known logistic enterprise in Luohu District, like Maersk and APL, etc., approximately 50 cargo forwarders of Class-One at the national level. Sungang-Qingshuihe Logistic Part in Luohu District is the only urban logistic park in CBD with sound traffic means. At present, Sungang Zone of this park has improved its environmental renovation and the renovation of Qingshuihe Zone is in process, so as to create the modern bulky commodity trading market, international logistics headquarter and modern logistics distribution base.
