Acceptance Conditions

Applications are accepted on the following conditions: Children not yet eligible to apply for permanent right of abode in a foreign country and whose parent (s) hold a Shenzhen hukou, or registered permanent residence.

Procedure

Online Procedure

1. Application. The applicant should log in to the Civil Police Platform or access the "Shenzhen Public Security" WeChat public service account of Shenzhen Municipal Public Security Bureau, to fill out the relevant information sections as required, upload relevant materials, and submit an application.

2. Acceptance. The system will automatically review the information filled and the materials uploaded. If everything meets the relevant requirements, the application will be automatically accepted.

3. Review. After the application is accepted, the review decision will be issued within 10 business days.

4. Approval. Immediately.

5. Conclusion. If the application is approved, the applicant will receive an SMS with the certificate collection time, indicating the application has been successful. The applicant should go to Exit-Entry Administration Bureau of Shenzhen Municipal Public Security Bureau (4016 Jiefang Road, Luohu District) to collect the Certificate of Registered Permanent Residence according to the certificate collection time provided. If the application fails the review process, the applicant will receive an SMS indicating the reason for failure and be required to upload relevant materials again should they wish to restart the process.

6. Certificate issuance service. The applicant should visit the Exit-Entry Administration Bureau of Shenzhen Municipal Public Security Bureau (4016 Jiefang Road, Luohu District) to collect the certificate.

Handling at Service Counter

1. Application

The applicant submits the relevant application materials at No.1 to No. 9 service counters at the Entry-Exit Administration Hall of Shenzhen Municipal Public Security Bureau (2/F, Entry-Exit Certificate Hall, 4016 Jiefang Road, Luohu District, Shenzhen).

2. Acceptance

Acceptance personnel will verify the application materials and make an immediate decision on whether to accept them. If the applicant meets the requirements and has submitted complete and valid application materials in the standard format, acceptance personnel should accept the application and issue a "Receipt of Acceptance". If they reject the application, they should provide the application with the reasons for such rejection. If the materials submitted by the applicant do not meet the requirements, but the deficiency can be corrected on the spot, the acceptance personnel can accept the application after such correction.

3. Review

After the application is accepted, the reviewers will check the materials to make a decision within two business days, and forward the preliminary examination opinions together with the application materials for approval. The approval decision will be made within four business days.

4. Approval

After the application passes review, it is forwarded to the director for approval within four business days.

5. Conclusion

If the application meets the approval requirements, a Notification of Registering the Registered Permanent Residence will be issued, stamped with the seal of the implementing authority. If the application is rejected, the applicant will be informed by telephone of the reasons for such rejection. If, during the review process, it is found the materials need to be corrected, the applicant will be asked to make the necessary corrections on the spot or be informed by telephone to do so. The application will be reviewed after the applicant has made the required corrections.

6. Certificate issuance service

The applicant should go to the Exit-Entry Administration Bureau of Shenzhen Municipal Public Security Bureau to collect the certificate.
