Responsibilities:
• Manages the district’s Finance Bureau, Emergency Management Bureau, State-owned Assets Supervision and Administration Bureau, Statistics Bureau, Financial Services Department, and Enterprise Service Center.
• Liaises with the district’s Fire and Rescue Force, and tax departments and financial institutions stationed in the district.

Responsibilities:
• Manages the district’s Development and Reform Bureau, Health Bureau, Urban Renewal and Land Reclamation Bureau, and Planning and Natural Resources Bureau.
• Liaises with the district’s Justice Bureau, People's Court, People's Procuratorate, Healthcare Security Bureau, Luohu Branch of Shenzhen Exchange Group, customs agencies stationed in the district, exit-entry frontier inspection agencies, and ports.

Deputy district mayor of the Luohu District People's Government, member of the Leading Party Members’ Group, Party secretary, director and inspector- general of the Shenzhen Public Security Bureau’s Luohu branch, and the first deputy secretary of the Politics and Law Commission under the CPC Luohu District Committee

Responsibilities:
• Director of the Luohu Public Security Bureau.
• Heads the district’s Anti-Trafficking Office.
• Liaises with the district’s Traffic Police Force.

• Manages the district’s Industry and Information Technology Bureau, Human Resources Bureau, Urban Management and Law Enforcement Bureau, and Treasury Payments Center of the Luohu Finance Bureau.
• Liaises with the district’s Federation of Industry and Commerce, Power Supply Bureau, Tobacco Monopoly Bureau, and Social Security Fund Administration Bureau.

Responsibilities:
• Manages the district’s Civil Affairs Bureau, Water Resources Bureau, Culture, Radio, Television, Tourism and Sports Bureau, Transport Bureau, and Ecology and Environment Bureau.
• Liaises with the district’s Federation of Arts and Culture, Federation of Trade Unions, Communist Youth League Committee, Women's Federation, Disabled Persons' Federation, Ethnic and Religious Affairs Bureau, and water supply agencies stationed in the district.
