Deputy mayor introduces Luohu's industrial space
Fan Defan, deputy mayor of the Luohu district government, introduced Luohu's land and industrial space.

Respected leaders and entrepreneur friends:
I am Fan Defan, a promoter of land and industrial space of the investment promotion conference. Just now, Luohu district mayor Liu Zhiyong has described the district's blueprint for future development. Now, I would like to share with you the necessary carrier of this, Luohu's land and industrial space.
"Land is source of wealth", and land nurtures everything. Industrial space is an important carrier of industry development, and industries form an important footway for a city's development.
In August 2015, thanks to the municipal authorities' foresight, reforms were undertaken to delegate power to society and market, thus piloting urban renovation. From 2015 to 2020, Luohu has freed up 51.3 hectares of land. Over the next five to ten years, the district will release another 180 hectares, five percent of its built-up area. Meanwhile, we will collectively release large patches of quality new industrial space, totaling about 9.9 million square meters. Luohu will renovate its urban area, enhancing its value and quality through city renovation projects.
Before expounding the approaches to realize these targets, I would like to introduce Luohu to you.
Luohu is the first district set up in Shenzhen, as well as a downtown district of the city, a hub of the Guangdong-Hong Kong-Macao Greater Bay Area. It covers an area of 78.75 square kilometers, and is home to 1.06 million people. Last year, its gross domestic product exceeded 239 billion yuan.
Now, I would like to use four systems to show the value of Luohu's land and industrial space.
The first is its convenient traffic system. It has three ports linked to Hong Kong - Luohu, Wenjindu and Liantang. In the near future, it will have two railway stations - Shenzhen and Qingshuihe Luohu North stations - connected to the national high-speed railway network. Luohu currently has seven subway lines, and it takes about 20 minutes to reach most parts of other urban districts of Shenzhen. As of 2035, the total length of Luohu's rail is targeted to 71 kilometers, and every square kilometer of its area will have 1.92 kilometers of railway line, ranking third in the city. Currently, Luohu has 44 subway stations, and 71.2% of the built-up area has a subway station within a distance of 500 meters.
There is a strong cultural and sport system available. The district contains 15 public parks, including Donghu, Honghu, Xianhu and Yinhu parks affiliated to the municipal authorities, 90 community parks, 155.2 kilometers of greenway, 214 libraries and cultural service centers and other cultural and sport facilities. Residents can find such places within a 10-minute walk of their homes.
We have a developed education system. There are nine education groups affiliated to the district, 80 primary and middle schools, including Cuiyuan Middle School and Baishida Primary School, and 55 public kindergartens. Shenzhen Middle School, a prestigious national-level demonstration school in the Guangdong province, is also located in Luohu.
Luohu has plentiful medical resources. Its medical care reform program is praised by Premier Li Keqiang. It has 33 hospitals, 58 community health centers and 489 general medical practitioners currently operating. Luohu residents' health literacy rate reaches 41.59% and is above the national average. Besides, the Shenzhen People's Hospital, the top medical institution in the city, is also located in Luohu.
Luohu has an advantageous natural environment. Wutong Hill, highest peak in Shenzhen, is located in Luohu. About 65.5% of Luohu's land area is covered by plants. It is Shenzhen's first "national ecological zone". With a GDP of 200 billion yuan, its air quality is comparable to that of Europe.
Luohu has convenient business and dwelling spaces. It is fair to say it has a competitively high business cost performance among all districts in Shenzhen.
Now let me introduce the land resources that Luohu is promoting this time to attract investment and projects.
Rarity creates value. Half of Luohu's territory consists of mountains and waters. The constructed land area is only 35.5 square kilometers, 45.1% of the total district area. This time, we have managed to release 24.4 hectares of land in the Sungang-Qingshuihe zone to attract investment from around the globe.
The Sungang-Qingshuihe zone is a key construction zone of Shenzhen. The area of land we are releasing this time is mainly concentrated in Qingshuihe zone. It is located on the axis of the Greater Bay Area, covering an area of 2.37 square kilometers, and is the core zone of the Dawutong emerging industry belt, and important hub of the Guangzhou-Shenzhen-Hong Kong-Macao science and technology innovation corridor. The municipal government of Shenzhen has designated it as "artificial intelligence industrial base".
Qingshuihe will become one of the three traffic hubs along with Shenzhen Railway Station and Grand Theatre of Shenzhen in Luohu in the future, as the Shenzhen-Shantou high-speed railway and Shenzhen-Shantou inter-city railway will converge at this point, along with subway lines 14, 17 and 25.
The five plots of land Luohu promoted this time are as follows.
1. 06-01 plot of about 6,900 square meters, and planned construction area of about 69,000 square meters
2. 06-03 plot, about 5,200 square meters, and planned construction area of about 34,000 square meters.
3 Shenran plot (05-07 plot, 05-11-01 plot, 05-11-02 plot), about 46,000 square meters, with a construction area of about 300,000 square meters
4 Great Wall International Logistics 03-04 plot, about 8,349 square meters, with a construction area of about 70,000 square meters.
5 Yulong plot, 177,000 square meters, and a construction area of about 530,000 square meters.
We are releasing 24.4 hectares of land this time, and, in the future, we will release another 150 hectares or so. Luohu welcomes distinguished companies from around the world for common development.
Apart from the land resources, Luohu will release about 9.9 million square meters of industrial space in the future, and they are located in eight different places as follows:
Qingshuihe will release 2.46 million square meters of industrial space.
Caiwuwei, as the city's financial and commercial center and the area where high-rise office buildings mostly concentrate, will release 1.65 million square meters of industrial space.
Hubei zone, an important part of the headquarters economic corridor in the south of Shenzhen, will release 750,000 square meters of industrial space.
Shenzhen Railway Station-Luohu Port zone, being in the forefront of Shenzhen-Hong Kong cooperation in the Greater Bay Area, will release 450,000 square meters of industrial space.
Shennan East Road-Xinxiu plot, where a cultural industry cluster will be formed, will release about 260,000 square meters of industrial space.
Shuibei-Buxin plot, as international gold and jewelry industrial agglomeration, will release about 1.87 million square meters of industrial space.
Liantang plot, a future internet company headquarters base, will release a about 300,000 square meters of industrial space.
Sungang plot, which will be a cluster of innovative service enterprise headquarters, will release 2.16 million square meters of industrial space.
Today, we released 934,000 square meters of industrial space, mainly concentrated in Sungang, Qingshuihe and Caiwuwei. The three places have ideal geographic locations, and already have a batch of famous companies and complete industrial chain and ecology.
I just introduced Qingshuihe, and now let me move on to Sungang and Caiwuwei.
Sungang lies on the axis of Shenzhen, and will become a cluster zone of international commercial enterprise headquarters, and emerging industries in the future, forming the most anticipated central business district of Shenzhen. Now, some famous enterprises, such as China Gas, Shanghai Pudong Development Bank and Foresea Life Insurance, have set up their headquarters there. This plot will release a total of 310,000 square meters of industrial space as follows:
Baoneng Center Tower will release 88,000 square meters of industrial space. It is currently the highest building in Sungang.
Zhaoshang Kaiyuan Center will release 50,000 square meters of industrial space. It is located above the transfer station of subway Line 7 and Line 9, near Leshang Shopping Plaza.
Sungang Center (Runhong Tower) will release 93,000 square meters of new industrial space where the existing Line 7 and the planned Line 17 subways will converge.
Shum Yip Taifu Plaza will release 56,000 square meters of industrial place. There are four railway stations nearby.
Halo Plaza will release 25,400 square meters of new industrial space, with 33,000 square meters of dining, entertainment and shopping zones housing more than 50 famous brands.
Caiwuwei is familiar to us. It is located at Luohu's border with Futian, and is Shenzhen's traditional financial and commercial center, as well as the core zone of the Luohu's financial innovation industrial belt. Luohu plans to build it into a compound type of urban area integrating financial and commercial operations, a cultural innovation core and an area promoting people's livelihood of high quality with landmark constructions and skyline urban views of a high international standard, showing Shenzhen's modern image. Caiwuwei will release about 100,000 square meters of quality industrial space as follows:
KingKey 100 Tower, super class A office building, a landmark of Shenzhen, accommodates many famous Chinese and foreign companies. It still has 50,000 square meters of quality industrial space available.
Shenzhen Huarun Tower, international class A office building, now has more than 4,000 square meters of quality industrial space.
Guosu Century Tower will release 21,800 square meters of industrial space, in an area with traffic convenience.
SCT Center will release 11,000 square meters of industrial space. The SCT group headquarters is already there.
Apart from these places, the Zhonghai Zhihui Tower and the Shuibei International Jewelry Center will also release some quality industrial space.
We have developed a Luohu industrial space map with big data and 5G technology, to be launched soon on the district's government and business service platform. The map consists of four modules:
The industrial cluster module provides data on Luohu's finance, logistics and commerce industries.
The regional planning module shows Luohu's "one-corridor-two-areas-three-belts" new development pattern and planning of its financial, cultural and technological elements, as well as the Hubei and Qingshuihe zones.
The industrial space module shows the industrial space that Luohu's social properties, state-owned enterprises and district-owned property management companies can provide, and the price.
The urban renovation module includes urban renovation projects either newly-built, under construction or about to be built, and also shows the space the district will be able to release in the future, demonstrating Luohu's development potential and value.
Distinguished guests, over the past five years, Shenzhen has released 1,250 hectares of land through urban renovation, among which 120 hectares are in Luohu, 2.4 times that of Futian and 1.6 times that of Nanshan. With the new space, Luohu will not only have a new look, but also form a new development pattern, as the hub in the region, showing its value and potentials.
New Luohu is a new march. Luohu will have a bright future. And Luohu will become more promising because of you.
