Luo Wenzhi, director of the Standing Committee of the Shenzhen People’s Congress, the city’s top legislature, paid an inspection tour to Shenzhen Ping An Technology Company on April 22.
The tour aimed to learn about how the company has protected the intellectual property rights (IPR) and check how the IPR protection regulations Shenzhen government issued in 2019 have been implemented.
The lawmakers conducted a law-enforcement inspection of the regulations in 2020, which resulted in some revisions to the regulations.
The latest inspection aimed to find new problems with the regulations and make further revisions to guarantee the regulations play a more significant role in safeguarding innovation achievements and stimulating innovations.
Luo pointed out that all relevant departments should incorporate the rule-of-law thinking into the whole process of IPR protection, implement all regulations to the letter, and protect the vital interests of all market entities equally in accordance with the law.
He said that coordination and cooperation should be strengthened to continuously improve the judicial protection of IPR, and make full use of regulations on punitive damages to make infringers pay a heavy price.
He noted that it is necessary to highlight the enterprises’ role as the main body in IPR protection. The authorities should constantly improve intellectual property pledge financing and insurance policies, and promote the standardized development of intellectual property operation.
Luo said Shenzhen should effectively improve its capacity to provide public services for IPR, constantly improve the mechanism and system of overseas assistance for safeguarding IPR, and provide more precise services for enterprises participating in international competition.
He added that it is necessary to strengthen the publicity of legal knowledge, actively create a social atmosphere of respecting and protecting innovation, and make positive contributions to prompting Shenzhen to become a benchmark city for IPR protection.
